1. Approve the enclosed Rules of maintaining information base of selection and breeding work.

2. To provide to department of livestock production in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication in mass media;

3) placement on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days after its first official publication.

Rules of maintaining information base of selection and breeding work

Chapter 1. General provisions

1. These rules of maintaining information base of selection and breeding work (further - Rules) are developed according to the subitem 25) of article 13 of the Law of the Republic of Kazakhstan "About breeding livestock production" and determine procedure for maintaining information base of selection and breeding work.

2. In these rules the following basic concepts are used:

1) authorized body in the field of breeding livestock production (further - authorized body) - the state body performing management and realization of state policy in the field of breeding livestock production;

2) the automated workplace (further - automated workplace) - the software and hardware complex intended for automation of processes of conducting selection and breeding work;

3) operator - the organization of agricultural profile having the document confirming exclusive right on information base of selection and breeding work or the author's agreement on transfer of exclusive rights signed according to article 31 of the Law of the Republic of Kazakhstan "About copyright and the related rights", and performing support of information base of selection and breeding work;

4) the applicant - the physical person or legal entity submitting the registration application in information base of selection and breeding work on form according to appendix to these rules (further - the registration application);

5) information base of selection and breeding work (further - IAS) - the automated system of collection, accumulating and data processing about breeding animals and about the animals involved in selection process, used for enhancement and increase in genetic potential of animals, and also for accounting of breeding products (material), accompanied with the operator determined by authorized body.

3. IAS intends for:

1) monitoring and receipt of information on livestock by types of breeding animals and about the animals involved in the selection process used for enhancement of livestock and increase in genetic potential of animals, the direction of productivity, pedigree accessory, level of productivity and breeding value, condition of selection and breeding work;

2) automatic creation of the reporting under the republic by areas, areas, the cities, the rural district;

3) implementation of coordination of selection and breeding work and management of reproduction of livestock;

4) centralized storage of data of productivity of breeding and commodity livestock, for their subsequent use in the scientific purposes.

Chapter 2. Procedure for maintaining information base of selection and breeding work

4. Maintaining IAS is performed in electronic form in the conditions providing prevention of unauthorized access to the database.

5. Entering of data into IAS on livestock of economy and its personal data is performed by users.

6. Entering of data into IAS is performed by means of automated workplace, and also by means of the software integrated with IAS for data transmission.

7. For maintaining IAS access to system, IAS provided by the operator is provided.

8. For registration in IAS the registration application is electronically filled in and goes to the operator of IAS.

9. The operator of IAS, after receipt of the registration application, based on the provided data opens access to the user.

10. In case of inadequate or incomplete filling of data, the operator of IAS within one working day from the moment of receipt of the notice of registration sends to the applicant the message on refusal of access to IAS, with indication of causes of failure.

11. After registration of the applicant as the user of IAS, the operator directs to the applicant the notice of registration to e-mail of the user.

12. The user performs registration of livestock and zootechnical events on animal by filling of the forms of accounting which are available in IAS.

13. During the work with software products, integrated with IAS for data transmission, the user is guided by the instruction for the work determined by the developer or the supplier of this software product.

14. The software product integrated with IAS for data transmission performs automatic data transmission in IAS.
