1. Approve the enclosed Regulations on licensing of development, production, testing, storage, repair and utilization of civil and office weapon and the main parts of firearms, trade in civil and office weapon and the main parts of firearms.

2. Regulations on licensing of development, production, testing, storage, repair and utilization of civil and office weapon and main parts of firearms, trade in civil and office weapon and main parts of firearms

1. This Provision establishes procedure for licensing of development, production, testing, storage, repair and utilization of civil and office weapon and the main parts of the firearms, trade in civil and office weapon and the main parts of firearms performed by legal entities in the territory of the Russian Federation.

Activities for development, production, testing, storage, repair and utilization of civil and office weapon and the main parts of firearms, trade in civil and office weapon and the main parts of firearms constitute works and services in the list according to appendix (further - the list).

Licensing of development, production, testing, storage, repair and utilization of civil and office weapon and the main parts of the firearms, trade in civil and office weapon and the main parts of firearms performed by legal entities regarding works (services) in storage of civil and office weapon and the main parts of firearms is performed only in case of accomplishment of the specified works (services) for the benefit of other persons (public authorities, the organizations and citizens).

2. Licensing of the activities specified in Item of 1 this provision is performed by the following licensing authorities:

a) The Ministry of Industry and Trade of the Russian Federation - regarding the works (services) specified in the list, except for specified in items 4 and 7;

b) The Federal Service of troops of national guard of the Russian Federation - regarding works (services) specified in items 4 and the 7th list.

3. For the purposes of this provision the term "main parts of firearms" means trunk, lock, drum, frame, receiver of civil and office weapon.

4. In case of performance of works (services) in development, production, testing, repair and utilization of civil and office weapon and the main parts of firearms the licensed requirements imposed to the license applicant (licensee) on implementation of licensed activity are:

a) availability of belonging to it on the property right or other legal cause of production facilities, technical documentation, the processing and test equipment necessary for implementation of the declared works (services) and ensuring safety of production of weapon which parameters and characteristics are determined by articles 3 and 4 of the Federal law "About Weapon";

b) availability in staff of the license applicant (licensee) of the specialists having professional education, who signed employment contracts with it and meeting the conforming qualification requirements;

c) availability of the structural divisions providing control of production, the corresponding quality of products, its safety according to requirements of the Federal Law "About Weapon";

d) conducting timely check of test and processing equipment, and also checking of control and measuring means according to the Federal Law "About Ensuring Unity of Measurements";

e) ensuring accounting and storage of documentation, materials, semifinished products, components, samples of weapon and main parts of firearms.

5. In case of performance of works (services) in trade in civil and office weapon and the main parts of firearms in the licensed requirements imposed to the license applicant (licensee) on implementation of licensed activity are:

a) availability of the declared works (services) meeting the established requirements to acceptance, accounting, storage and pre-sale preparation of weapon, providing conditions of safety of accounting documentation, exception of access to weapon and (or) accounting documentation of strangers belonging to it on the property right or other legal cause of the trade rooms and the equipment necessary for implementation;

b) availability in staff of the workers responsible for safety, accounting and storage of weapon, and also performing functions connected with sale, pre-sale preparation, transfer, transportation of weapon and accomplishment of the declared works (services) with weapon.

6. In case of performance of works (services) in storage of civil and office weapon and the main parts of firearms the licensed requirements imposed to the license applicant (licensee) on implementation of licensed activity are:

a) availability of the declared works (services) belonging to it on the property right or other legal cause of the buildings, constructions and other objects necessary for implementation;

b) availability in staff of the workers responsible for safety, storage and accounting of weapon and the main parts of firearms;
