RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

of August 8, 2012 No. 771

About approval of the Concept of the State target program of increase in level of traffic safety in Ukraine for the period till 2016

The Cabinet of Ministers of Ukraine decides:

1. Approve the Concept of the State target program of increase in level of traffic safety in Ukraine for the period till 2016 which is applied.

Determine the state customers of the Ministry of Internal Affairs Program (coordinator) and the Ministry of infrastructure.

2. To the Ministry of Internal Affairs together with the Ministry of infrastructure, other interested central executive bodies with participation of public organizations to develop and submit to three-months time to the Cabinet of Ministers of Ukraine the draft of the State target program of increase in level of traffic safety in Ukraine for the period till 2016.

3. Recognize invalid:

the order of the Cabinet of Ministers of Ukraine of October 30, 2008 No. 1384 "About approval of the Concept of the State target program of increase in level of traffic safety for 2009-2012" (The Official Bulletin of Ukraine, 2008, No. 84, the Art. 2829);

Item of 7 changes which are made to acts of the Cabinet of Ministers of Ukraine, approved by the resolution of the Cabinet of Ministers of Ukraine of June 16, 2010 No. 466 (The Official Bulletin of Ukraine, 2010, No. 45, the Art. 1486).

The concept of the State target program of increase in level of traffic safety in Ukraine for the period till 2016

Determination of problem to which solution the Program is directed

Within the last four years in Ukraine the tendency to reduction of number of the road accidents was observed, including with the victims (in 2008 there were 51 279 road accidents to the victims, in 2009 - the 37th 080, in 2010 - 31 768, in 2011 - the 30th 769), and also to reduction of number of the dead (from 7718 in 2008 to 4831 in 2011, or on percent 37,4) and according to reduction of quantity injured (from 63 254 to 37 774, or on percent 40,3).

Despite of such situation, in Ukraine the number of the dead in the road accidents during 2011 on 100 thousand population makes 10,6, whereas in the countries of the European Union on average - 6-8 dead on 100 thousand population, and the best indicators - 3-5 dead on 100 thousand population.

In 2011 delay of rates of decrease in indicators of accident rate whereas on result of the I quarter 2012 the tendency to growth of indicators of accident rate was planned was observed. In comparison with the I quarter 2011 the number of the road accidents with the victims grew by percent 14,6, the number of the dead in them - on 15,6 of percent, injured - on percent 14,8.

On statistical data of 2011, the most widespread types of the road accidents with the victims is accident of running-down the pedestrian (36,3 of percent of total quantity of the road accidents with the victims), collision of vehicles (percent 34,1), head-on crash (percent 11,4). At the same time the share of the dead in cases of accident of running-down the pedestrian constitutes 38 percent of total quantity of the dead in the road accidents whereas the corresponding average value of the countries of the European Union constitutes about 15 percent. Exceeding of safety speed of movement (23,6 of percent of total quantity of the road accidents with the victims), maneuvering abuse of regulations (percent 19,6) and rules of journey of intersections (8 percent) is basic reasons of the road accidents with the victims. In comparison with data of 2010 on 44, of percent the share of the road accidents which happened because of vehicle control in state of intoxication which following the results of 2011 constitutes 6 percent of total quantity of the road accidents with the victims grew.

70 percent of total quantity of the road accidents in Ukraine happened to the victims in settlements, at the same time the number of the dead in such road accidents makes 43,8 of percent of total quantity of the dead that above the corresponding indicator of the majority of the countries of the European Union which averages about 33 percent.

Administrative leverage over traffic safety control, in particular increase in the sizes of penalties for road traffic offense, gradually lose the efficiency. As witnesses experience of the countries of the European Union, further decrease in indicators of accident rate requires implementation of complex of actions for traffic safety increase which basis is carrying out the analysis of the factors which caused emergence of the road accidents, and withdrawal from line items of first-priority accusation of the driver or pedestrian.

It is possible to solve the outlined problem by combination of efforts of public authorities, local government bodies and all society. Analysis of origins of problem and reasons for need of its decision by program method

Are basic reasons of insufficient level of safety control of traffic in Ukraine in comparison with appropriate level of the countries of the European Union:

low level of road discipline of participants of traffic and awareness of danger of effects of its violation, in particular non-compliance with the established motion speed and rules of maneuvering, ignoring of use of safety belts, violation of work-rest schedules by drivers;

inadequate level of practical ensuring inevitability of punishment for road traffic offense and understanding of it by participants of traffic;

insufficient level of coordination of activities central and local executive bodies concerning the solution of safety issues of traffic;

insufficiency of financing of the actions directed to decrease in level of accident rate on roads and lack of system approaches to carrying out efficiency analysis of financing of such actions;

low level of use of modern methods of preparation and advanced training of drivers, training in traffic regulations of citizens;

insufficient system effectiveness of the organizational and planning and engineering actions directed to enhancement of the organization of traffic circulation and pedestrians, creation of safe traffic conditions;

low level of use of the automated control facilities and regulation of traffic;

inefficiency of the control system behind safety of vehicles during operation, and rather non-commercial vehicles - its absence;

imperfection of the warning system about the road accidents and assistance by the victim.

Besides, because of significant increase in number of cars within the last decade handling capacity of street road net is almost completely exhausted that in turn complicates traffic conditions and requires increase in utilization properties of the existing network and its development taking into account the requirements accepted in the countries of the European Union.
