According to requirements of article 18 of the Law of Ukraine "About telecommunications", Regulations on the National commission performing state regulation in the field of communication and informatization, No. approved by the Presidential decree of Ukraine of November 23, 2011 1067, the National commission performing state regulation in the field of communication and informatization, RESHILA:

1. Approve the Procedure for routing of traffic on the telecommunication public service network of Ukraine which is applied.

2. To submit to department of communication and Legal support department this decision on state registration to the Ministry of Justice of Ukraine.

3. This decision becomes effective from the date of its official publication.

Procedure for routing of traffic on the telecommunication public service network of Ukraine

І. General provisions

1.1. This Procedure establishes requirements concerning routing of traffic of voice telephony by operators of telecommunications on telecommunication public service network of Ukraine (further - TSOP of Ukraine) irrespective of technologies which at the same time are applied, and determines procedure for creation of route of traffic of voice telephony in TSOP of Ukraine.

In the conditions of emergency situations, emergency and warlike situation, in the territory of conducting anti-terrorist operation, transaction of the integrated forces, the territory where measures for ensuring national security and defense, repulse and control of the armed aggression of the state aggressor are performed, the National commission performing state regulation in the field of communication and informatization (further - NKRSI), in coordination with the central executive body in the field of communication can the solution of operational and administrative nature establish temporary features of routing of traffic within Ukraine.

1.2. Action of this Procedure extends to activities of subjects of the market of telecommunications.

1.3. Action of this Procedure does not extend to telecommunication networks which do not interact with TSOP of Ukraine.

1.4. Routing of traffic of voice telephony in TSOP of Ukraine is performed by operators of telecommunications according to the regulatory legal acts, regulating documents, technical requirements established for telecommunication networks, including the regulating document "All-channel signaling No. 7. Version 3.0", the Ministry of Transport and Communications of Ukraine approved by the order of December 13, 2007 No. 1164, to Technical requirements to the mutually connection and interaction of telephone networks public with different technologies of processing, switching, transfer of signals approved by the order of the Ministry of Transport and Communications of Ukraine of August 4, 2010 No. 558, to the Technical requirements to routing of traffic in telephone network public of Ukraine approved by the order of the Ministry of Transport and Communications of Ukraine of August 20, 2010 No. 607, to the regulating document "Telecommunication public service network. Telephone network. Technical requirements (in three parts)", to No. approved by the order of Administration of Public service of special communication and information protection of Ukraine of May 7, 2015 252, and to agreements on interaction.

Conditions of agreements on mutually connection shall meet the requirements of Rules of mutually connection of the telecommunication public service networks approved by the decision of the National commission on questions of regulation of communication of Ukraine of December 8, 2005 No. 155, registered in the Ministry of Justice of Ukraine on January 27, 2006 for No. 71/11945, and this Procedure.

1.5. Types of traffic of voice telephony:

local traffic of voice telephony;

long-distance traffic of voice telephony;

international traffic of voice telephony;

traffic of voice telephony of networks of mobile (mobile) communication;

traffic of voice telephony of networks with not geographical plan of numbering.

ІІ. Determination of terms

2.1. In this Procedure terms are used in such value:

for circuit switched networks - rules of the choice of route(s) by the switching station for connection establishment with telecommunication destination network for the omission and/or transit of traffic of voice telephony;
