1. These rules of work with personnel in the energy organizations of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 35) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine operating procedure with personnel in the energy organizations.
2. These rules extend to the organizations in the sphere of production, transfer, supply with electrical and heat energy.
3. In these rules the following basic concepts are used:
1) administrative technicians - the heads and specialists performing the organization of technical and operational servicing, repair, installation and adjustment work in power stations;
2) advanced training - the form of professional training allowing to support, expand, deepen and enhance earlier acquired professional knowledge, skills;
3) maintenance force - the workers who are directly performing maintenance, repair, adjustment and testing of power stations;
4) workplace - the place of permanent or temporary finding of the worker in case of accomplishment of labor obligations by it in the course of labor activity;
5) duplication - management of the power station or the implementation of other functions on workplace performed under observation of person responsible for training of the doubler;
6) the head of the structural unit - the person who signed the employment contract (contract) with the head of the organization or appointed by it for management of activities of structural division (the chief, the master, the manager and his deputies);
7) instructing - the form of work with personnel obligatory for all employee categories;
8) fire-proof trainings - trainings on working off of the plan of evacuation of people and material values in case of the fire, to acceptance of first-priority actions for fire extinguishing, and also rendering the first pre-medical aid by the victim in case of the fires;
9) fire and technical minimum - necessary minimum amount of knowledge the worker of regulations of fire safety taking into account features of engineering procedure of production, means and methods of fire-fighting;
10) work with personnel - the form of productive activity providing maintenance of necessary professional educational level of personnel for accomplishment of production functions by it;
11) training - practical development is direct on workplace of skills of performance of work or job group;
12) operational heads - employee category from among operation personnel, performing operational management behind the objects assigned to them on change;
13) operation personnel - the personnel exercising operational management of power stations (survey, operational switchings, preparation of workplace, the admission and supervision of the working personnel);
14) operational maintenance force - employee category from among maintenance force, specially trained and prepared for operational servicing in the approved amount of the power stations fixed to them;
15) the power station - complex of the interconnected equipment and constructions intended for production or transformation, transfer, accumulating, distribution or energy consumption;
16) energy object - the production division of the energy organization (the site, the shop, complex) incorporating electrotechnical and heattechnical equipment and installations.
4. Work with personnel includes actions for the following directions:
1) training of personnel on other specialty (position);
2) checks on knowledge of regulating technical documents of operation, fire safety and labor protection;
3) instructing;
4) control antiemergency and fire-proof trainings;
5) advanced training;
6) organization of work of technical libraries, offices for safe engineering and fire safety, centers and Items of training preparation;
7) check of workplaces.
5. Obligatory forms of work with various employee categories:
1) with leading employees of the organization:
induction on labor safety;
check on knowledge of rules of technical operation, fire safety, industrial safety and labor protection;
advanced training;
2) with heads of structural divisions:
introduction and target instructing in labor safety;
check on knowledge of rules of technical operation, fire safety, industrial safety and labor protection;
advanced training;
3) with administrative technicians:
introduction and target instructing in labor safety;
check on knowledge of rules of technical operation, fire safety, industrial safety and labor protection;

advanced training;
4) with operational heads, operational and operational maintenance force:
