About approval of the Instruction about procedure for rendering emergency mental health services

(as amended on 27-02-2020)

Based on part six of article 19 of the Law of the Republic of Belarus of January 7, 2012 No. 349-Z "About rendering mental health services", subitem 9.1 of Item 9 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446, the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure for rendering emergency mental health services it (is applied).

2. This resolution becomes effective after its official publication.

The instruction about procedure for rendering emergency mental health services

1. This Instruction determines procedure for rendering emergency mental health services to the patient in case of sudden origin at it mental disturbances (diseases) and (or) aggravation of chronic mental disturbances (diseases) requiring the emergency or urgent medical intervention (further – emergency mental health services).

2. In this Instruction the main terms and their determinations in the values established by the Law of the Republic of Belarus "About rendering mental health services" and the Instruction about procedure for the organization of activities of service of the emergency medical service approved by the resolution of the Ministry of Health of the Republic of Belarus of January 4, 2020 No. 2 are used.

3. Emergency mental health services are form of rendering the mental health help guaranteed by the state which are given round the clock.

4. Fast psychiatric help is given based on clinical protocols or methods of delivery of health care.

5. Emergency mental health services appear the specialist doctor in the field of rendering mental health services (further – the specialist doctor) if other is not stipulated by the legislation.

Emergency mental health services can be emergency and urgent.

5-1. The emergency mental health services are given in case of sudden origin at the patient of mental disturbances (diseases) and (or) aggravation of chronic mental disturbances (diseases) which can lead to making of the actions by it (failure to act) posing threat for life of the patient and (or) people around and require the emergency medical intervention.

In the absence of possibility of rendering the emergency mental health services by the specialist doctor such help can be rendered by the health worker having the higher medical education with other qualification, than at the specialist doctor, and (or) the health worker having secondary vocational medical education, according to the procedure, established by the legislation.

5-2. Emergency mental health services are given in case of sudden origin at the patient of mental disturbances (diseases) and (or) aggravation of chronic mental disturbances (diseases) without strong indications of threat for life of the patient and (or) other persons who require urgent medical intervention.

6. When rendering the emergency mental health services the patient irrespective of its consent or the consent of his legal representative goes the health worker giving the emergency mental health services to psychiatric hospital.

6-1. Emergency mental health services to the physical persons containing in forensic-psychiatric expert hospitals appear in these hospitals, and in the absence of possibility of its rendering such persons go to the state organizations of health care giving mental health services.

7. For the purpose of the organization of rendering emergency mental health services in structure of the stations (substations, departments) of emergency medical service, and also in structure of departments of emergency medical service of psychiatric hospitals crews of emergency medical service will be organized (further – psychiatric crew).

In administrative and territorial units in which there are no psychiatric crews for rendering emergency mental health services other crew of emergency medical service can be directed (further – other crew of emergency medical service).

8. The structure of psychiatric crew is determined according to Item 37 of the Instruction on procedure for the organization of activities of service of emergency medical service.

9. The psychiatric crew is provided with the car of emergency medical service and equipped with medicines, products of medical appointment and medical equipment.

10. Requests for emergency mental health services arrive according to Item 20 of the Instruction on procedure for the organization of activities of service of emergency medical service.

11. All requests for emergency mental health services are accepted and registered the paramedic (nurse) on call acceptance and transfer to their mobile teams of service of emergency medical service (further – the dispatcher).
