Determine that since July 1, 2003 when following to the Kaliningrad region from other territory of the Russian Federation by en route through the territory of the Republic of Lithuania and in the opposite direction by rail execution of travel documents (tickets) to passengers and their landing in the train is made in special procedure.

2. Approve the enclosed Rules of execution of travel documents (tickets) to passengers and their landings in the train when following to the Kaliningrad region from other territory of the Russian Federation by en route through the territory of the Republic of Lithuania and in the opposite direction by rail.

3. To the Ministry of Internal Affairs of the Russian Federation and the Ministry of Justice of the Russian Federation to submit within week term in accordance with the established procedure in the Government of the Russian Federation offers on modification and amendments in acts of the Government of the Russian Federation in connection with this resolution.

4. Determine that since July 1, 2003 all Russian trains going en route through the territory of the Republic of Lithuania to the Kaliningrad region and back are followed by the staff of law-enforcement bodies of the Kaliningrad region (2 - 3 persons) on all route.

1. Execution of travel documents (tickets) and electronic travel documents (tickets) (further - electronic tickets) to passengers and their landing in the train when following to the Kaliningrad region from other territory of the Russian Federation by en route through the territory of the Republic of Lithuania and in the opposite direction by rail is made in accordance with the legislation of the Russian Federation in case of observance of the special procedure determined by these rules.

2. Journey of citizens of the Russian Federation en route through the territory of the Republic of Lithuania is performed in the presence:

a) the travel document (ticket) or the control coupon with the landing coupon to the electronic ticket;

b) the identity document of the passenger which details are specified in the travel document (ticket) or the control coupon to the electronic ticket;

c) the document granting the right to transit through the territory of the Republic of Lithuania (the visa of the Republic of Lithuania, the residence permit of the Republic of Lithuania, card of accreditation of category "A" or "B" of the Republic of Lithuania, the simplified transit document or the simplified travel document on the railroad).

3. Execution of travel documents (tickets) and electronic tickets to passengers on the trains going to the Kaliningrad region from other territory of the Russian Federation en route through the territory of the Republic of Lithuania and in the opposite direction (further hereinafter are referred to as - travel documents (tickets) and electronic tickets), is made with use of terminals of the automated Express system or through personal account on specialized information resource of carrier on the Internet. Execution of such travel documents (tickets) manually is not made.

4. Execution of travel documents (tickets) and electronic tickets is made on one of the following identity documents:

a) diplomatic passport;

b) service passport;

c) foreign passport of the Russian Federation;

d) the identity certificate of the seaman (in the presence of entry in the muster roll or properly certified extract from it);

e) the certificate on return (for single return to the Russian Federation).

Effective period of the identity document, shall exceed effective period of the document granting the right to transit through the territory of the Republic of Lithuania.

6. The travel document (ticket) or the electronic ticket is issued on each passenger. Sale of travel documents (tickets) for children aged up to 14 years is made to persons accompanying them.

7. Sale of travel documents (tickets) in the presence at the passenger of the document granting the right to transit through the territory of the Republic of Lithuania is performed in the following terms:

at least of 45 days to departure of the train from Item of forming or turnover of the train;

at least of 3 days to departure of the train from relay station.

8. Sale of travel documents (tickets) in case of absence at the passenger of the document granting the right to transit through the territory of the Republic of Lithuania is performed in the following terms:

at least of 45 days and no later than 28 hours before departure of the train from Item of forming or turnover of the train;

on relay station at least of 3 days and no later than 28 hours before departure of the train from Item of forming or turnover of the train.

Renewal of travel documents (tickets) for earlier going train is not made.

In case of execution of the travel document (ticket) to the passenger who does not have the document granting the right to transit through the territory of the Republic of Lithuania, personal data of the passenger (surname, name, middle name, birth date, type, series and document number, proving the identity), and also number of the train and date of departure are reported by means of the automated Express system to Embassy of the Republic of Lithuania for execution of the simplified travel document on the railroad granting the right to journey of the passenger en route through the territory of the Republic of Lithuania.
