About approval of the Regulations on the forest fire station of the state forest owner

1. Approve the enclosed Regulations on the forest fire station of the state forest owner.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Regulations on the forest fire station of the state forest owner

1. General provisions

1. This Regulations on the forest fire station of the state forest owner are developed according to subitem 17-13) of Article 12 of the Forest code of the Republic of Kazakhstan of July 8, 2003 and determine the status and powers of the forest fire station of the state forest owner.

2. The forest fire station (further - LPS) - the object of the state forest owner intended for the placement of fire service and the equipment providing carrying out measures for prevention of wildfires and their timely liquidation.

3. LPS is created by the state forest owners in the territory of the state forest fund and beyond its limits according to the forest management project and (or) the project of the fire-proof device of the woods for accomplishment of the following tasks:

1) the first type - ensuring liquidation of the arising wildfires in the territory of forest fund of forest area of the state forest owner;

2) the second type - ensuring liquidation of wildfires in all territory of forest fund of the state forest owner.

4. On LPS the passport in form, according to appendix to this Provision, approved as the head of the organization which is the state forest owner in coordination with territorial authority of the public fire service is constituted.

5. In LPS the fire service which part the chief of LPS, the driver of fire tender, the tractor operator-driver, the radioman, the mechanic on repair of fire tenders, the equipment and the equipment, the forest firefighter who are accepted for permanent job are is placed.

6. The observer of the fire and observation tower (Item) is accepted on seasonal work according to the labor law of the Republic of Kazakhstan.

LPS is equipped with the fire fighting equipment, the equipment, stock, automobiles and bonds according to the order of the Government of the Republic of Kazakhstan of January 19, 2004 No. 53 "About approval of regulations and standard rates on protection, protection, reproduction of the woods and afforestation on sites of the state forest fund".

8. The fire fighting equipment, the equipment, stock, automobiles and bonds after the end of fire-dangerous season are repaired and stored in LPS.

9. A month before the beginning of fire-dangerous season the fire fighting equipment, the equipment, stock, automobiles and bonds are given to complete readiness for works on fight against wildfires.

10. For ensuring work of fire service in LPS are created:

1) meteoitem for carrying out meteorological observations for the purpose of determination of class of fire risk under the terms of weather;

2) the room for document storage, the plan of afforestations and the forest fire card on which ways of transport, arrangement of fire towers (Items), fire-proof barriers and water sources are specified;

3) rooms for accommodation of workers of fire service, and also for storage of the equipment, fire stock, the field kitchen, individual protection equipment, medicines, fighting clothes and equipment;

4) the heated garage for fire tenders, the covered parking for patrol cars and tractors.

11. LPS is provided with telephone and radio communication with the state forest owner or forest area, the fire fighting equipment and workers of fire service working at wildfire suppression and also with fire observation towers (Items), aviadepartments and crews of patrol helicopters (airplanes).

12. In areas where aviation patrol is performed, in case of LPS the collection point for reports from crew of the patrol helicopter (airplane) will be organized and the airfield for the helicopter is arranged.
