Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:
1. Approve the enclosed form of the state statistical reporting 1 bidding (public catering) "The report on public catering" of annual frequency and enact it starting with the report for 2012.
2. Approve the enclosed Instructions on filling of form of the state statistical reporting 1 bidding (public catering) "The report on public catering" and enact them starting with the report for 2012.
3. Extend the form of the state statistical reporting specified in Item 1 of this resolution on legal entities (except the microorganizations and peasant farms), the separate divisions of legal entities having separate balance, performing public catering through shopping facilities of public catering.
4. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of August 1, 2011 No. 211 "About approval of form of the state statistical reporting 1 bidding (public catering) "The report on public catering" and instructions for its filling" (The national register of legal acts of the Republic of Belarus, 2011, No. 93, 7/1575).
5. This resolution becomes effective in fifteen working days after its signing.

1. The state statistical reporting under form 1 the bidding (public catering) "The report on public catering" (further – the report) legal entities (except the microorganizations and peasant farms) submit, the separate divisions of legal entities having separate balance, performing public catering through shopping facilities of public catering (further if other is not determined, – the organization).
2. Legal entities, the separate divisions of legal entities having separate balance constitute the report, including data on the divisions entering into their structure located on one with them the territories (the district of the area, the city of regional subordination, the city of Minsk).
In the presence in structure of legal entities, separate divisions of the legal entities having separate balance, the divisions located in other territory (the district of the area, the city of regional subordination, the city of Minsk), the report is constituted on each of them.
21. The report is presented by the organization in the form of the electronic document by means of the global computer Internet or on paper.
Necessary condition of submission of the report in the form of the electronic document is availability at the organization of the means of the digital signature received in case of registration as the subscriber of certification center of the republican unitary enterprise "Information and Publishing Center for Taxes and Fees".
Submission of the report in the form of the electronic document is performed with use of the specialized software which is placed together with required instructive materials on its expansion and use on the official site of National Statistical Committee of the Republic of Belarus on the global computer Internet of http://www.belstat.gov.by.
On paper the organizations submit the report to body of the state statistics on the place of the stay by mail or the courier.
The organizations in which structure there are divisions located in other territory (the district of the area, the city of regional subordination) submit the report on paper to body of the state statistics on the location of data of structural divisions (or the structural divisions authorized on it in accordance with the established procedure in the place of the stay).
3. The report is constituted based on data receipt and cash payment orders, bookkeeping registers, technical data sheets of buildings and other source documents.
4. Data in the report are reflected in integers.
5. For the purposes of this state statistical observation terms and determinations in the values established by state standard of the Republic of Belarus STB 1209-2005 "Public catering are used. sandwiches;
bread if it is included dishes in the price or is released according to the menu;
milk and dairy products if they are implemented according to the menu;
eggs boiled;
hot drinks (tea, coffee, cocoa);
self-produced soft drinks;
self-produced ice cream;
the ice cream of industrial production realized with different fillers, and also released according to the menu as the third dish;
the fruit, berries, grapes, melon, citrus and fresh vegetables released according to the menu;
the tinned compotes, juice, soft drinks of industrial production released according to the menu;
cocktails nonalcoholic and alcoholic which part juice, alcoholic beverages and beer is;
self-produced other products;
the lunch products made of the customer's raw materials.
Self-produced products of public catering are included also the milk, juice and other drinks received for treatment-and-prophylactic food of the workers occupied at works with harmful and (or) dangerous working conditions, and released by it is direct in the shopping facility of public catering for consumption in trade floor (irrespective of, in glasses, bottles or in packets they are released).
The alcoholic and soft drinks of industrial production, juice released in pouring of self-produced products of public catering are not included.
8. On line 01 the cost of self-produced products of public catering and purchased goods, sold (released) is reflected:
to employees of the organization with its subsequent deduction from the salary;
according to subscriptions, coupons, lists and volume to similar in volume of actual cost of food;
on the house by orders of the population;
on workplaces by orders of legal entities and individual entrepreneurs;
to transport organizations along the line land, air and water transport;
for servicing of acceptances, banquets and other similar actions;
to the organizations of the social sphere (to schools, hospitals, sanatoria, retirement homes and volume to similar) in volume of actual cost of food.
On line 01 cost is also reflected:
self-produced products of public catering and purchased goods, entering admission price to the shopping facility of public catering;
flowers, souvenirs and other nonfoods realized in shopping facilities of public catering.
9. On line 01 the cost of self-produced products of public catering and purchased goods is not reflected:
the organizations of education by the pupil released by shopping facilities of public catering free of charge;
the hospitals released to patients, to persons living in the orphanages, retirement homes and so forth provided by budgetary institutions free of charge;
entering the price of permits in sanatorium, sanatorium dispensary, the camp of work and rest, nurseries improving the camp and other organizations of the social sphere;
being included in the price of hotel accommodation;
released within the organization of public catering between its objects (intrasystem leave).
On line 01 are also not reflected:
revenue for viewing of concert programs, revenue of billiard, dance, game halls, video salons;
the cost of entrance fee in restaurants, bars and other shopping facilities of public catering, except the cost of the dishes entering admission price.
10. The cost of self-produced goods sold of public catering and purchased goods joins in the retail turnover of public catering at the time of their leave.
11. The retail turnover of public catering is reflected in the actual selling prices including markup of public catering, the value added tax and similar obligatory payments.
12. In the lines with 04 on 16 in column 1 the number of the shopping facilities of public catering operating on reporting date, including the seasonal network operating on reporting date is reflected.
The network opened for certain season of year is considered seasonal.
The operating shopping facilities of public catering are understood as the objects which are actually performing trade on reporting date, and also objects, is temporary (less than 6 months) not working in connection with repair, inventory count, sanitary processing and for other reasons.
Operating objects which are on re-equipment over 6 months do not join in quantity.
13. On line 04 in column 1 the total quantity of shopping facilities of public catering is reflected.
The organizations performing public catering through the shopping facilities of public catering located in one building reflect data on each of such shopping facilities of public catering.
Temporarily adapted rooms for food of school students, internal bars and buffets (the entrance is provided from the hall of restaurant, cafe), shops cookeries, billet objects of public catering, tent, booths do not join in the number of shopping facilities of public catering.
14. On line 16 data on public objects of public catering are reflected. Treat public objects of public catering:
objects of public catering under the organizations of retail trade, culture (theaters, movie theaters, clubs and others), sports constructions, the organizations of consumer services, motels, hotels, campings, at railway stations (including dining-cars, compartment buffets), at river stations, bus stations, air terminals, at the airports, on piers;
objects of public catering under the production organizations, organizations of education and other organizations performing servicing of the population irrespective of their place of application of work;
the objects of public catering which are not connected with servicing of certain contingent of the population.
15. On line 17 data on the shopping facilities of spring and summer seasonal network performing trade less than 6 months in year are reflected.
16. On line 20 the quantity of tents, the booths which are on balance of the organization performing public catering is reflected.
17. In column 2 the actual number of places in shopping facilities of public catering determined by number of visitors whose simultaneous servicing the shopping facility of public catering is expected is reflected.
If in the hall of the shopping facility of public catering establish tables for meal standing or bar counter, then number of places it is determined from calculation of 0,6 of running meter of length of table or bar counter on 1 visitor.
In column 2 data on places do not affect the open areas (summer cafes, mini-cafe and to volume to similar).
