1. Approve the Payment procedure of one-time financial support to persons which were affected by human trafficking which is applied.

2. This resolution becomes effective since January 1, 2013.

Payment procedure of one-time financial support to persons which were affected by human trafficking

1. This Procedure determines the payment mechanism of one-time financial support (further - financial support) to persons who suffered from human trafficking.

2. Financial support is paid to person to whom the status of the victim of human trafficking is established (further - person), according to the legislation.

Payment of financial support is performed by executive bodies of the Autonomous Republic of Crimea, structural divisions concerning social protection of the population of the regional, Kiev and Sevastopol city state administrations, Kiev and Sevastopol of the state administrations, executive bodies, district, district in, city, district in the cities (in case of their creation) (except of Kiev and Sevastopol) councils (further - social security authorities of the population) once in the amount of three subsistence minimums for the corresponding category of persons (children up to six years, children aged from six up to 18 years; the able-bodied persons, persons which lost working capacity) established at the time of the request of person for financial support.

3. For receipt of financial support person or the legal representative of the child who suffered from human trafficking and is separated from family or incapacitated person submits to social security authority of the population in the place of residence (stay) of the specified person such documents:

the statement in the form approved by Minsotspolitiki;

the copy of the certificate of establishment of the status of person which suffered from human trafficking;

copy of the identity document;

the copy of the document which confirms disability of person (in case of need).

The foreigner or the stateless person which does not know Ukrainian or Russian fills in the application form with the translator.

The social security authority of the population creates the personal record which is stored within three years then payments of financial support.

The authorized person, the legal representative of the child who suffered from human trafficking and is separated from family, or incapacitated person can receive financial support.

In case when person to whom the status of the victim of human trafficking is established did not receive financial support during the corresponding budget period on reasonable excuses, it has the right to address for its obtaining in the next budget period and to receive financial support in the amount of three subsistence minimums for the corresponding category of faces (children under six years, children aged from six up to 18 years, able-bodied persons, persons, which lost working capacity) established at the time of the request of person for receipt of financial support.

4. Payment of financial support is performed according to the sheet which is constituted by social security authority of the population in the form approved by Minsotspolitiki through the state company of mail service or by money transfer on the personal bank account.

Expenses on fee of the state company of mail service, connected with payment of financial support, are performed at the expense of means of the government budget according to the request of social security authority of the population.

5. Financial support is paid to person not later than one month from day of its appeal to social security authority of the population within the means provided in the government budget on such purposes.

6. District social security authorities of the population submit monthly to the 10th to regional social security authorities of the population registers of payments (transfer) of financial support for the purpose of control of implementation of the corresponding expenses for representation to the 15th of Minsotspolitiki of the report on use of budgetary funds.
