About energy saving and increase in energy efficiency
This Law governs the public relations and determines legal, economic and organizational basis of activities of physical persons and legal entities in the field of energy saving and increase in energy efficiency.
In this Law the following basic concepts are used:
1) No. 479-V ZRK is excluded according to the Law of the Republic of Kazakhstan of 29.03.2016;
1-1) No. 407-V ZRK is excluded according to the Law of the Republic of Kazakhstan of 17.11.2015
2) subjects of the quasi-public sector - the state companies, limited liability partnerships, joint-stock companies, including National welfare fund, national managing holdings, national holdings, the national companies, founder, the participant or the shareholder of which is the state, and also the affiliated, dependent and other legal entities who are affiliated with them according to legal acts of the Republic of Kazakhstan, fund of social medical insurance, the State Social Insurance Fund, the non-profit organization providing conditions for activities of bodies, their organizations and members of the International financial center "Astana";
3) the State energy register - the systematized code of information on subjects of the State energy register;

5) subjects of the State energy register are the individual entrepreneurs and legal entities consuming energy resources in amount, equivalent one thousand five hundred and more tons of conditional fuel a year and also public institutions, subjects of the quasi-public sector and natural monopolies;
5-1) target energy audit - the energy audit which is carried out on voluntary basis, having special-purpose character and restriction on carrying out amount;
5-2) training center - the subject of entrepreneurship performing activities in the field of retraining and (or) advanced trainings of personnel in the field of energy saving and increase in energy efficiency;
5-3) customers - public institutions, and also the state companies, legal entities, fifty and more percent of voting shares (shares in the authorized capital) which belong to the state, and the legal entities affiliated with them, except for national managing holdings, national holdings, national managing companies and the legal entities affiliated with them;
6) thermoupgrade - the action for improvement of heattechnical characteristics of the building, structure and construction leading to decrease in losses of heat energy in them;
7) class of energy efficiency of the building, structure, construction - the level of profitability of energy consumption of the building, structure, construction characterizing its energy efficiency at operation stage;
8) conditional fuel - the unit accepted in case of technical and economic calculations, regulated in standard rates and standards serving for comparison of thermal value of different types of organic fuel;
8-1) express energy audit - the energy audit which is carried out according to the reduced program and for the purpose of confirmation of results of the energy analysis performed within system of management in the field of energy saving and increase in energy efficiency and the previous conclusion on energy saving and increase in energy efficiency;
8-2) energy auditor (further - the power accountant) - the physical person having the certificate of conformity in the field of energy saving and increase in energy efficiency;
9) energy audit (further - energy audit) - collection, processing and data analysis about use of energy resources for the purpose of assessment of opportunity and energy saving potential and preparation of the conclusion on energy saving and increase in energy efficiency;
10) energy resources - set of the natural and made energy carriers which stored energy is used now or can be used in the long term in economic and other types of activity, and also energy types (atomic, electric, chemical, electromagnetic, thermal and other types of energy);
11) effective use of energy resources - achievement of technically feasible and economically justified level of use of energy resources;
12) energy efficiency (further - energy efficiency) - the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it;
12-1) power auditing organization - the legal entity performing energy audit;

No. 130-VII ZRK is excluded according to the Law of the Republic of Kazakhstan of 30.06.202212-3) power service company - the legal entity who is carrying out at the expense of own and (or) raised funds within the power service agreement of work (service) in the field of energy saving and increase in energy efficiency including with involvement of contract organizations;
13) class of energy efficiency of the electric energy-requiring device - the level of profitability of energy consumption of the electric energy-requiring device characterizing its energy efficiency at operation stage;
14) energy saving - realization of the organizational, technical, technology, economic and other measures directed to reduction of amount of the used energy resources;
14-1) management in the field of energy saving and increase in energy efficiency (further - power management) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object;
14-2) certificate of conformity in the field of energy saving and increase in energy efficiency - the document issued by body for confirmation of conformity, certifying competence of the power accountant to perform works in the field of energy saving and increase in energy efficiency;
