About approval of the Procedure for rotation of employees of diplomatic service in system of bodies of diplomatic service of Ukraine

According to article 1 of the Law of Ukraine "About diplomatic service", for the purpose of regulation of implementation of rotation in system of bodies of diplomatic service I ORDER:

1. Approve the Procedure for rotation of employees of diplomatic service in system of bodies of diplomatic service of Ukraine which is applied.

2. Repeal the order the Ministry of Foreign Affairs of Ukraine of 05.02.2009 No. 21 "About approval of the Regulations on rotation".

3. To provide to department of personnel submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To management of the general secretariat of Department on financial administrative matters and clerical work to bring this order to the attention of the First Deputy Minister of Foreign Affairs of Ukraine, the deputy minister of foreign affairs of Ukraine - the chief of staff, the deputy minister of foreign affairs of Ukraine, heads of structural divisions of the Ministry of Foreign Affairs of Ukraine, representative offices of the Ministry of Foreign Affairs of Ukraine in the territory of Ukraine and foreign diplomatic organizations of Ukraine.

5. To impose control over the implementation of this order on the deputy minister of foreign affairs of Ukraine - the chief of staff.

6. This order becomes effective from the date of its official publication.

Procedure for rotation of employees of diplomatic service in system of bodies of diplomatic service of Ukraine

1. This Procedure determines the basic principles and the organizational principles of carrying out rotation of employees of diplomatic service of Ukraine (further - workers) in system of bodies of diplomatic service.

Rotation of workers is performed for the purpose of proper accomplishment of tasks of diplomatic service, effective use of potential of workers, providing equal opportunities for diplomatic career and professional growth.

2. Workers are subject to rotation and go to long-term business trip taking into account their professional training, specialization and work experience, and also office need.

The basic principles of rotation are:

planned character;

coordination of actions which provide rotation;

accumulating of information;

regimentation;

sequence;

legality and transparency.

4. The service of personnel management the MFA for the purpose of carrying out rotation step by step takes such measures:

4.1. Forming of lists of positions of employees of foreign diplomatic organizations of Ukraine which are subject to rotation.

4.2. Transfer of the list of positions of workers in foreign diplomatic organizations of Ukraine which are subject to rotation, in foreign diplomatic organizations of Ukraine, structural divisions the Ministry of Foreign Affairs of Ukraine and representation the Ministry of Foreign Affairs of Ukraine in the territory of Ukraine.

4.3. Forming of lists of workers of the device the MFA and representations the MFA in the territory of Ukraine which can apply for substitution of positions in foreign diplomatic organization of Ukraine, by results of study of the made offers.

4.4. The forming of the draft of the Plan of rotation and preparation of meetings of the Tender committee the MFA providing the direction of candidates for substitution of positions for foreign diplomatic organizations of Ukraine with the High courses of foreign languages of Diplomatic academy of Ukraine in case of the Ministry of Foreign Affairs of Ukraine (in case of need confirmations of level of proficiency in foreign languages), in Training center of Diplomatic academy of Ukraine of Gennady Udovenko under the Ministry of Foreign Affairs for conducting the corresponding testing, to management of operating structural units the MFA.

4.5. Study of the draft of the Plan of rotation of the Tender committee MFA.

4.6. Submission of the Plan of rotation with recommendations of tender committee the MFA to the State secretary the MFA.

4.7. Candidates for substitution of positions in foreign diplomatic organizations of Ukraine move for consideration by heads of structural divisions the Ministry of Foreign Affairs of Ukraine and representations the Ministry of Foreign Affairs of Ukraine in the territory of Ukraine or by filing of application of the worker on its own behalf addressed to the State secretary the Ministry of Foreign Affairs of Ukraine.

6. The refusal of the worker included in the approved Plan of rotation of the direction in long-term business trip is allowed in the presence of the objective reasons documented according to its written application.

9. To positions which are released as a result of rotation and cannot be replaced by workers, competition is announced.
