About the Technical regulation "About Safety of Bread, Bakery and Pasta"

According to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Technical regulation "About Safety of Bread, Bakery and Pasta" according to appendix.

2. This resolution becomes effective after six months from the date of official publication. This resolution is effective before entry into force in the territory of the Kyrgyz Republic of the corresponding technical regulation of the Customs union.

Technical regulation "About Safety of Bread, Bakery and Pasta"

Chapter 1. General provisions

1. This Technical regulation "About Safety of Bread, Bakery and Pasta" (further - the Technical regulation) is developed according to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic", is applied for the purpose of protection of life and human health and the prevention of the actions misleading consumers of products.

2. Action of this Technical regulation extends to bread, bakery, pasta (further - products), production processes, storages, transportations, realization and utilizations, and also products which are in circulation in the territory of the Kyrgyz Republic.

3. Action of this Technical regulation does not extend to products for baby, dietary, treatment-and-prophylactic food and received in the course of house production, processing and storage for private consumption.

4. In this Technical regulation the basic concepts are used:

pasta - the foodstuff received by mixing of wheat flour and water, with addition or without auxiliary raw materials, produced by various methods of forming and drying;

tubular pasta - pasta in the form of direct tube, long or short, with smooth or corrugated surface, with direct or slanting cut on the ends, with cross section in the form of geometrical figures (round, square, triangular, etc.);

filamentary pasta - pasta in the form of direct or curved threads, long or short, with direct or slanting cut on the ends, with round or oval section;

taenioid pasta - pasta in the form of narrow or wide tapes, with smooth or corrugated surface, from the ends and cross section of various form;

noodles - long or short taenioid pasta, direct or curved, narrow or wide, unary or double bent or created in the form of "arch", "loop", "hanks", "bows", "nests";

figured pasta - the flat or volume pasta having irregular shape (geometrical figures, letters, cockleshells, snails, combs, etc.);

bakery products - the food products developed from the main raw materials or from the main and additional raw materials for bread baking. These products include bread, product bakeries, bakery products of the lowered humidity, pies and donuts;

shaped bakery products - the bakery products baked in bakery forms;

hearth bakery products - the bakery products baked on baking sheets on sweat of the baking camera or cradle;

rich bakery products - bakery products with content on compounding of sugar and (or) fats of 14% and more;

bakery products of the lowered humidity - bakery products with humidity less than 19%, ring-shaped products, crackers, toasts, croutons, etc.;

national bakery products - the bakery products differing in use in compounding of the types of raw materials characteristic of use in certain geographical regions and/or characteristic form, and/or pastries method (unleavened wheat cake, flat cakes, etc.);

fragrances - the nutritional supplement brought in foodstuff, for improvement of its aroma and taste, and the representing mix of vkusoaromatichesky substances or individual vkusoaromatichesky substance (vkusoaromatichesky part) with the solvent or the dry carrier (filler) or without them (the food raw materials, food dyes, preservatives, antioxidants and other nutritional supplements and substances permitted by specially authorized state body of the executive authority in the field of health care can be part of fragrance;

harmful effects per capita - impact of the factors connected with availability in foodstuff of additives, pollutants, toxins, the pathogenic organisms creating threat of life or to health of the person or threat of life and to health of future generations and also violation of the modes of storage, transportation and utilization, misuse of waste, capable to lead to the negative phenomena in animal and flora, the environment;

the state supervision of observance of requirements of technical regulations - activities of specially authorized state bodies of the executive authority for check of observance of requirements of technical regulations;

micronutrients - irreplaceable feedstuffs (vitamins, mineral substances and minerals), necessary for activity of organism;

enrichment (fortification) - process of entering of micronutrients into food for the purpose of completion of the losses which resulted from engineering procedure of processing of food to the level of their natural content and also addition of micronutrients which are not present at food product up to one level higher than their natural content;

production supervision - the control of products and processes of its production on compliance to requirements of this Technical regulation performed by the participant of economic activity in the sphere of production and the product circulation;

producer - the legal entity or physical person performing production;

the seller - the legal entity and (or) physical person registered as the individual entrepreneur, selling products;

the applicant - legal entity or physical person which for confirmation of conformity adopts the declaration of conformity or addresses for receipt of the certificate of conformity.

Chapter 2. Requirements to safety of raw materials and products

5. The producer shall provide release of safe products according to requirements of this Technical regulation.

6. Safety of raw materials and the components used in case of production shall be regulated by the corresponding regulatory legal acts of the Kyrgyz Republic and by delivery to have commodity and accompanying documents.

7. Storage of raw materials and the components used in case of production shall be performed in the conditions providing protection of raw materials and components and prevention of their spoil including wreckers.

8. Products which are in circulation in the territory of the Kyrgyz Republic shall not do harm to life and health of citizens and shall conform to requirements of the indicators established in appendices 1-4 to this Technical regulation.
