perform step-by-step replacement of the passport of the citizen of the USSR by the passport of the citizen of the Russian Federation till July 1, 2004.
3. Determine that the expenses connected with production in 1997 of forms of the passport of the citizen of the Russian Federation are performed by the Ministry of Internal Affairs of the Russian Federation at the expense of the means provided in the federal budget on its current content.

1. The passport of the citizen of the Russian Federation is the main identity document of the citizen of the Russian Federation in the territory of the Russian Federation (further hereinafter is referred to as - the passport).
All citizens of the Russian Federation (further hereinafter are referred to as - citizens) who reached 14-year age and living in the territory of the Russian Federation shall have the passport.
2. Forms of the passport are made on sample, single for all Russian Federation, and drawn up in Russian. To the forms of the passport intended for registration in the republics which are in structure of the Russian Federation the inserts having the image of the State Emblem of the republic and providing introduction in state language (languages) of this republic of information about the identity of the citizen can be made. The form of the insert is established by executive bodies of the specified republics and the Ministry of Internal Affairs of the Russian Federation in coordination with Heraldic Council in case of the President of the Russian Federation.
3. The samples of seals, stamps, forms and personal photos necessary for execution of the passport, and also additional protective equipment are established by the Ministry of Internal Affairs of the Russian Federation.
4. In the passport the following data on the identity of the citizen are entered: surname, name, middle name, floor, birth date and birthplace.
Till December 31, 2004 at the request of the citizen of the Russian Federation following by rail from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation en route through the territory of the Republic of Lithuania and back in its passport photos of children - the citizens of the Russian Federation who did not reach 14-year age are pasted.
5. In the passport marks are made:
about registration of the citizen at the place of residence and its removal from registration accounting - relevant organs of registration accounting or authorized officers of the multipurpose centers of provision of the state and municipal services;
about the relation to conscription of the citizens who reached 18-year age - the corresponding military commissariats and territorial authorities of the Ministry of Internal Affairs of the Russian Federation.
At the request of the citizen in the passport marks are also made:
about registration and annulment of marriage - the relevant organs performing state registration of acts of civil status in the territory of the Russian Federation and territorial authorities of the Ministry of Internal Affairs of the Russian Federation;
about children (the citizens of the Russian Federation who did not reach 14-year age) - territorial authorities of the Ministry of Internal Affairs of the Russian Federation;
about earlier issued passports - territorial authorities of the Ministry of Internal Affairs of the Russian Federation;
about the issued valid main identity documents of the citizen of the Russian Federation outside the territory of the Russian Federation, - territorial authorities of the Ministry of Internal Affairs of the Russian Federation or other authorized bodies;
about blood type and Rhesus factor - the relevant healthcare institutions;
about identification taxpayer number - the relevant tax authorities.
The mark about children (the citizens of the Russian Federation who did not reach 14-year age) is certified by the signature of the official and seal of territorial authority of the Ministry of Internal Affairs of the Russian Federation.
6. It is forbidden to enter the data, marks and records which are not provided by this Provision in the passport.
The passport in which data, the marks or records which are not provided by this Provision are entered is invalid.
7. Effective period of the passport of the citizen:
of 14 years - before achievement of 20-year age;
of 20 years - before achievement of 45-year age;
of 45 years - it is termless.
