1. Approve the enclosed Rules of monitoring and control of inventory count of greenhouse gases.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of monitoring and control of inventory count of greenhouse gases

1. General provisions

1. These rules of monitoring and control of inventory count of greenhouse gases (dalee-Pravila) are developed according to the subitem 7) of article 16 of the Ecological code of the Republic of Kazakhstan and determine procedure for monitoring and control of inventory count of greenhouse gases.

2. Action of these rules extends to subjects of distribution of quotas for emissions of greenhouse gases.

3. In these rules the following concepts are used:

1) uncertainty (error) - the parameter associated with result of quantitative determination which characterizes dispersion of the values relating to quantity;

2) the operator of installation - the legal entity, or in legal use of which in the territory of the Republic of Kazakhstan is in property installation which functioning provides emissions of greenhouse gases (further - the operator);

3) materiality level - quantitative threshold value which is used for preparation of the conclusion by data about emissions of greenhouse gases, provided in the annual inventory report of greenhouse gases which constitutes no more than 5%;

4) the plan of monitoring - the document determining sources of emissions, methods and methods of monitoring of greenhouse gases of installation, sources of information and provision of collection and processing of the accompanying data on greenhouse gases and describing sampling methods, measuring systems - in case of their use, and also procedure for quality control and quality assurance at the level of the operator of installation;

5) coefficient calorific net - values - the multiplier used for transfer of the burned fuel in energy units which is expressed in терраджоулях on ton of the burned fuel;

6) transformation coefficient - the multiplier used for accounting of incomplete transformation of carbon to greenhouse gases in industrial processes;

7) monitoring of greenhouse gases - continuous or periodic assessment of amounts of emissions and removal of greenhouse gases or the accompanying data on greenhouse gases;

8) coefficient of emissions of greenhouse gases - the multiplier necessary for scoping of emissions of greenhouse gases on the basis of data on installation activities;

9) data on activities for greenhouse gases - quantitative measure of organization activity of which emission of greenhouse gases is result;

10) control of inventory count of greenhouse gases - activities of authorized body in the field of environmental protection according to results of inventory count of greenhouse gases and annual reports of operator of installation on compliance to requirements of article 94-11 of the Ecological code of the Republic of Kazakhstan and plans of monitoring;

11) assurance level - degree of accuracy of the data which is required from the independent accredited organization in case of confirmation of the inventory report of greenhouse gases for identification in it material mistakes, omissions or wrong interpretation and compliance to the requirements established by the legislation of the Republic of Kazakhstan;

12) approval on greenhouse gases - the declaration or the actual and objective statement made by the operator of installation including within the annual inventory report of greenhouse gases;

13) oxidation coefficient - the multiplier used in case of combustion of fuel for accounting of incomplete transformation of carbon to carbon dioxide.

4. Monitoring and control of inventory count of greenhouse gases at the level of installations are performed on emissions of carbon dioxide, methane, at the same time their total amount is established in carbon dioxide ton equivalent.

5. When carrying out monitoring of greenhouse gases at the level of installations absorption of greenhouse gases is not considered by biomass of green plantings and other natural stores.

2. Procedure for monitoring of inventory count of greenhouse gases

6. The operator develops and represents to authorized body in the field of environmental protection as a part of the passport of installation the plan of monitoring for each installation.

7. The plan of monitoring shall include the following information:

1) the list of sources of emissions of greenhouse gases, flows of raw material resources and materials on which monitoring of greenhouse gases on installation will be performed;

2) the description and reasons for method which will be used for monitoring of greenhouse gases (on the basis of calculations or measurements);

3) the list of techniques which will be used for data acquisition about activities for greenhouse gases, coefficients of emissions, oxidation and transformation;

4) specifying of sources of information or the description of methods for determination of data on activities for greenhouse gases, coefficients of emissions, oxidation and transformation;

5) the description of methods of sampling of fuel and materials for determination of size calorific net - values, carbon contents, and also coefficients of emissions if they are calculated the operator of installation;

6) in case of use of measuring systems - their description with indication of their specification, the location, flows of greenhouse gases, raw materials and materials for which monitoring they will be used, errors of measurement, continuity or frequency of carrying out measurements;

7) the description of procedures for collection and data processing, quality control and quality assurance of inventory count of greenhouse gases, distribution of responsibility for monitoring and the reporting at the level of installation.

8. The operator of installation performs monitoring of greenhouse gases according to the plan of monitoring. Any variations from the plan of monitoring, the revealed mistakes in determination of amounts of emissions of greenhouse gases are fixed by the operator of installation in its internal documentation which shall be available to the independent accredited organization performing confirmation of the inventory report of greenhouse gases.

9. The plan of monitoring is applied by the operator of installation during the entire period of action of the certificate on emissions of greenhouse gases.
