Approve the enclosed Rules of provision of documents concerning licensing in the form of electronic documents.

Rules of provision of documents concerning licensing in the form of electronic documents

1. These rules establish procedure for provision of documents concerning licensing in the form of electronic documents.

2. The license applicant, the licensee, his legal successor or other person provided by the Federal Law direct to applications for provision of the license, modification of the register of licenses, periodic confirmation of conformity licensing body to licensed requirements and the documents enclosed to the specified applications in the form of electronic documents (packet of electronic documents). Regulations on licensing of specific types of activity can provide that the license applicant, the licensee, his legal successor or other person provided by the Federal Law has the right to provide the specified statements and documents attached to them to the licensing body or to the multipurpose center of provision of the state and municipal services if the corresponding service is provided through the multipurpose centers of provision of the state and municipal services in accordance with the legislation of the Russian Federation, directly on paper or to direct the registered mail with the assurance of receipt.

2(1). The licensee can direct to the licensing body the application for prolongation of effective period of the license if restriction of effective period of the license is provided by the Federal Laws, and the documents enclosed to the specified application in the form of electronic documents (packet of electronic documents).

2(2). The application for provision of data on the specific license can be also submitted to the licensing body in electronic form.

3. The licensing body in case of obtaining from license applicants, licensees, their legal successors or other persons provided by the Federal Law (further - applicants) specified in Items 2 - 2(2) these rules of documents (further - documents of the applicant on licensing) in the form of electronic documents by results of their consideration and adoption of the relevant decision sends to the applicant in the cases established by the legislation of the Russian Federation:

the copy of the inventory with mark about date of reception of an application about provision of the license, modification of the register of licenses, periodic confirmation of conformity to licensed requirements and the documents attached to them;

the notification on need of elimination in the 30-day time of the revealed violations and (or) submission of documents which are absent in case of filing of application about provision of the license, modification of the register of licenses, periodic confirmation of conformity to licensed requirements;

notification on provision of the license, prolongation of effective period of the license, modification of the register of licenses;

the notification on refusal in provision of the license, modification of the register of licenses, prolongation of effective period of the license;

information on the decision made by the licensing body by results of periodic confirmation of conformity to licensed requirements;

data on the specific license in the form of the statement from the register of licenses, or the copy of the act of the licensing body of the made decision, or the certificate of lack of required data which is issued in case of absence in the register of licenses of data on licenses or in case of impossibility of determination of the specific licensee, in the form of electronic documents, including with use of personal account of the applicant in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal).

3(1). In case of representation by the license applicant, licensee, his legal successor or other person of the statement for provision of the license provided by the Federal Law, modification of the register of licenses, about periodic confirmation of conformity and the documents attached to them in the form of electronic documents (packet of electronic documents) with use of the single portal by the licensing body instead of the copy of the inventory with mark about date of acceptance of the specified statements and documents to the license applicant, the licensee, his legal successor or other person provided by the Federal Law with use of its personal account on the single portal the notification confirming date of acceptance of the corresponding statement and the documents attached to it goes to licensed requirements.

4. Licensing authorities perform by means of the interdepartmental inquiries sent to other state bodies subordinated to state bodies of the organization participating in provision of the state services, other licensing authorities (further - participants of interdepartmental interaction), exchange of documents concerning licensing in the form of electronic documents.

5. Applicants, licensing authorities and participants of interdepartmental interaction (further - participants of information exchange of documents) perform exchange of documents concerning licensing in the form of electronic documents with use of information and telecommunication networks public, the single portal, other federal state information systems, regional systems of interdepartmental electronic interaction, and also information systems of participants of interdepartmental interaction.

6. In case of exchange of documents concerning licensing in the form of electronic documents participants of information exchange of documents use the digital signature according to requirements of the legislation of the Russian Federation.

7. For the purpose of identification and authentication of applicants in case of exchange of documents concerning licensing the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technology Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" is used. For cases of exchange of information concerning the licensing performed by executive bodies of the subject of the Russian Federation within powers of the subject of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation and (or) delegated powers of the Russian Federation according to the decision of the supreme executive body of the government of the subject of the Russian Federation the possibility of passing of identification and authentication with use of the state information system of the subject of the Russian Federation providing identification and authentication of citizens and the organizations by provision of the state services in the procedure established by it can be in addition provided to the applicant.
