About Economic council in case of the President of the Russian Federation

For the purpose of coordination of activities for ensuring sustainable social and economic development of the Russian Federation I decide:

1. Form Economic council in case of the President of the Russian Federation.

2. Approve enclosed:

a) Regulations on Economic council in case of the President of the Russian Federation;

b) structure of Economic council in case of the President of the Russian Federation.

3. This Decree becomes effective from the date of its signing.

Regulations on Economic council in case of the President of the Russian Federation

1. The economic council in case of the President of the Russian Federation (further - Council) is the consultative body in case of the President of the Russian Federation formed for the purpose of preparation of offers on the main directions of social and economic policy of the Russian Federation, to determination of strategy and tactics of its realization, the mechanisms providing sustainable development and technological updating of economy.

2. Council in the activities is guided by the Constitution of the Russian Federation, the Federal Laws, decrees and orders of the President of the Russian Federation, and also this Provision.

3. Regulations on Council and its structure affirm the President of the Russian Federation.

4. The chairman of the board is the President of the Russian Federation.

5. The main objectives of Council are:

a) expert and analytical and information support of activities of the President of the Russian Federation concerning social and economic policy of the Russian Federation, including on macroeconomic situation;

b) preparation of offers on the directions of social and economic development of the Russian Federation, to determination of stages of such development, its methods and mechanisms;

c) the analysis of results of social and economic development of the Russian Federation, sectors and industries of economy, identification of the problems interfering its sustainable development and technological updating;

d) identification of systemic social and economic risks, forecasting of their origin, preparation of offers on creation of controling mechanisms risks, to prevention of emergence of risks and minimization of their possible negative consequences;

e) conducting complex examination of projects of the legislative and other regulatory legal acts of the Russian Federation concerning social and economic policy of the Russian Federation, and forecasting of results of practical realization of the provisions containing in them;

e) carrying out at the request of the President of the Russian Federation of complex examination of drafts of the decrees, orders and orders of the President of the Russian Federation concerning social and economic policy of the Russian Federation, and forecasting of results of practical realization of the provisions containing in them;

g) monitoring of results of the most significant social and economic reforms, identification of the problems interfering their realization, and also preparation of offers on ensuring accomplishment in full of the planned transformations in the social and economic sphere;

h) preparation of offers on increase in efficiency of interaction of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies in the solution of the most significant problems in the social and economic sphere which complex decision is impossible without the organization of such interaction, including offers on taking measures directed to creation of the favorable investment climate in the Russian Federation and conditions for development of small and medium business;

i) ensuring projects implementation of national entrepreneurial initiative, directed to improvement of the investment climate in the Russian Federation and elimination of barriers to development of entrepreneurship;

j) evaluating results of implementation of the "road maps" on enhancement of business climate developed within national entrepreneurial initiative of improvement of the investment climate in the Russian Federation, determination of measures and mechanisms on increase in efficiency of their realization;

k) consideration of offers on preparation of "road maps" of national entrepreneurial initiative;

l) expert evaluation of the plans and programs aimed at providing reforming of economic and social spheres, the analysis of dynamics and rates of their accomplishment, preparation of offers on elimination of the circumstances interfering their accomplishment in full;

m) involvement of public organizations and mass media to discussion of the directions, stages, methods and mechanisms of social and economic development of the Russian Federation.

6. Council for the solution of the tasks assigned to it has the right:

a) hear at the meetings members of council, and also officials of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, representatives of public, scientific and other organizations;

b) request and obtain in accordance with the established procedure required materials and information from federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, public, scientific and other organizations, and also from officials;

c) attract to participation in preparation and holding meetings of Council scientific and other organizations, and also the Russian and foreign scientists and specialists, including on contractual basis;

d) direct members of council for participation in work of the coordinating and advisory bodies formed by the Government of the Russian Federation or federal bodies of the government by consideration of the questions which are within the competence of Council by them;

e) direct members of council for participation in the subjects of the Russian Federation which are carried out by federal bodies of the government, public authorities, local government bodies, and also public associations, scientific and other organizations meetings, conferences and seminars at which the questions which are within the competence of Council are considered.

7. Council is created as a part of the chairman of the board, vice-chairmen of Council, the responsible secretary of Council and members of council who take part in its work on a voluntary basis.

Vice-chairmen of Council are the special advisor to the president of the Russian Federation according to the established competence, the Minister of Economic Development of the Russian Federation and the representative of expert community.
