About approval of referral lists of structural divisions regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administrations

Cabinet of Ministers of Ukraine decides:

1. Approve referral lists of structural divisions regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administrations according to appendices 1 and 2.

2. By Chapter regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administration taking into account requirements of the laws and features of the corresponding administrative and territorial unit the structural divisions which are not specified in the referral list within the budgetary appropriations allocated for content of the relevant local public administration can be formed.

3. Determine that creation of structural divisions which duplicate activities is not allowed:

territorial authorities of the ministries, other central executive bodies;

village, settlement, city council and its executive bodies;

the paragraph the fourth is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 09.06.2023 No. 579

regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administration.

4. The structure of the office of local public administration and the status of its structural divisions are determined by Chapter regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administration taking into account requirements of part one of article 44 of the Law of Ukraine "About local public administrations" and other regulatory legal acts concerning formation of the device for legal, organizational, material logistics of activities of local public administration, carrying out personnel work, implementation of document flow and control, consideration of addresses of citizens, work of foster service, ensuring mobilization work, access to public information, administration (maintaining) of the State register of voters and so forth.

5. Chapter regional, Kiev and Sevastopol city, district, district in Kiev and Sevastopol of public administrations to finish reorganization of the relevant public administrations till January 1, 2013.

6. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

Referral list of structural divisions of the regional, Kiev and Sevastopol city state administration

1. Structural divisions on implementation of the executive authority on voprosam*:

economic development, trade, investment attraction, ensuring accomplishment of state programs and control of their accomplishment;

internal audit;

social protection of the population;

information activities and communications with the public;

digital development, digital transformations and digitalization;

provisions of administrative services or concerning the organization of activities of the center of provision of administrative services (for the Kiev and Sevastopol city state administrations);

defensive work;

civil protection;

2. Structural divisions on ensuring interaction and implementation of separate powers of local government bodies on voprosam*:

finance;

agro-industrial development (except the Kiev city state administration);

ecology and natural resources;

science and education;

health cares;

cultures;

ethnopoliticians and liberties of conscience;

town planning and architecture;

housing and communal services;

infrastructures, developments and contents of highway network public of local value;

tourism and resorts.

2-1. Structural division concerning prevention and identification of corruption.

3. Service for children.

4. Public Records Office of area (city).

economies, agro-industrial development;

educations, health cares, cultures, sport;

- infrastructures, town planning and architecture, housing and communal services, ecology.

3. Archival (except the district state administration in Kiev).

4. Service for children.
