RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of July 4, 2012 No. 191

About approval of the General technical regulation "About Safety of Design of Vehicles under the terms of Operation"

(as amended on 02-08-2019)

According to the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements for safety of design of vehicles under the terms of operation the Cabinet of Ministers decides:

1. Approve the general technical regulation "About Safety of Design of Vehicles under the terms of Operation" according to appendix and enact it after six months from the date of official publication.

2. To the Uzstandart agency together with authorized state bodies to determine the specific list of earlier accepted regulating documents on standardization establishing mandatory requirements to safety of design of vehicles under the terms of operation with further implementation of measures for cancellation of binding character and to acquisition of voluntariness of their application from the date of enforcement of the general technical regulation "About Safety of Design of Vehicles under the terms of Operation" in accordance with the established procedure in a month.

3. To the Uzbek agency of road and river transport together with the Uzbek agency on seal and information, National news agency of Uzbekistan, National broadcasting company of Uzbekistan, mass media of the Republic of Uzbekistan to provide broad informing and carrying out explanatory work among the population, bodies of the public and economic board, subjects of small business and private entrepreneurship about safety requirements of design of vehicles under the terms of operation.

4. To the ministries and departments in two-month time to bring the departmental regulatory legal acts into accord with this resolution.

5. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan U. U. Rozukulov and B. I. Zakirov.

General technical regulation "About Safety of Design of Vehicles under the terms of Operation"

Chapter I. General provisions

1. This Technical regulation establishes requirements to design under the terms of operation of vehicles in case of their operation, irrespective of the place of their production, for the purpose of protection of life and health of citizens, environmental protection, protection of property of physical persons and legal entities, state-owned property.

2. Objects of technical regulation are:

a) the cars, cars tractors, trail cars and semitrailer trucks intended for public conveyance, baggage, loads and accomplishment of special works, which are in operation on highways public (further - vehicles);

b) the components of vehicles exerting impact on safety of operation of vehicles.

3. Objects of technical regulation are not:

a) cars and trail cars which constructive speed on the flat road cannot exceed 25 km/h or the speed of which, according to the legislation shall not exceed 25 km/h;

b) the cars which are specially designed and held for use persons with limited opportunities;

c) the experimental vehicles which are not subject to delivery to accounting in law-enforcement bodies;

d) the special vehicles intended for the military purposes, law-enforcement bodies, the Ministry of Emergency Situations, Service of state security of the Republic of Uzbekistan and others according to the legislation.

4. Classification of vehicles is given in appendix No. 1 to this Technical regulation.

Chapter II. Terms and determinations

5. For the purposes of this Technical regulation the concepts established by the Law of the Republic of Uzbekistan "About technical regulation" are used and also terms which mean the following are applied:

emergency access - emergency door, reserve window or emergency exit;

emergency exit - opening in roof or in vehicle floor, held for use passengers as a way out only in emergency situation;

alarm signal - simultaneous turning on of all turn indicators for the alarm system about danger which is constituted at present by the vehicle;

automatic office door - the power-driven office door which is opening without use of emergency controls after the element of management is included, and closed automatically;

automatic (emergency) braking - the braking of trail car which is carried out by brake system without corrective action of the driver in case of gap of brake lines of the brake drive;

the road train - the jointed vehicle consisting of the truck tractor and semitrailer truck or of the cargo vehicle and trail car(s) connected by the traction and coupling device (you);

anti-block system - the set of elements of working brake system automatically regulating extent of slipping of one or several wheels when braking the vehicle in the direction of its rotation;

asynchrony of response time of the brake drive of links of the road train - the difference module between values of response time of the brake drive of links of the road train, directly connected among themselves;

base of the vehicle - distance between the vertical cross plane passing through axis of front wheels and the vertical cross plane passing through axis of back wheels (for semitrailer trucks is distance between the vertical cross plane passing through the pin and the vertical cross plane passing through axis of back wheels);

the basic vehicle - the vehicle which in general, or its body or the landing gear were used for creation of other vehicle;

safety of the vehicle - the condition characterized by set of parameters of design and the technical condition of the vehicle providing non-admission or risk minimization of damnification of life or to health of citizens, property of physical persons and legal entities, state-owned property, the environment;

blocking of wheel - the termination of swing of wheel in case of its movement on the bearing area;

bronestoykost - resistance of armor protection to impact of weapons of destruction of the set type;

mudguard - the flexible component installed behind wheel on the heel of the landing gear, loading platform or on antisplash casing in the plane close to vertical, and intended for reflection of water and reduction of danger from emission of the small objects taken by the tire;

ventilation - ensuring air exchange in cabin and the passenger space of the vehicle;

external light devices - devices for lighting of the road, the state registration sign, and also the device of the light alarm;

hazardous substances - the impurity containing in air having adverse effect on health of the person - carbon oxide, nitrogen dioxide, nitrogen oxide, methane, hydrocarbons aliphatic limiting, formaldehyde and disperse particles of soot;

response time of brake system - time interval from the beginning of braking until emergence of delay (braking force). Tz on the scheme given in appendix No. 2 to this Technical regulation is designated;

delay build-up time - time interval from the moment of emergence of delay to the moment at which delay accepts normative value. Tn on the scheme given in appendix No. 2 to this Technical regulation is designated;

response time of the brake drive - time from the beginning of actuation of element of management of brake system before timepoint when pressure in the actuator of the brake drive which is in the least favorable conditions reaches 75% of pressure which shall be established in this actuator in case of complete emergency actuation of element of management;

response time of brake system - time interval till the moment at which delay of the vehicle accepts the established value when checking in road conditions or till the moment at which braking force when checking at stands accepts peak value or comes blocking of wheel of the vehicle on stand rollers from the beginning of braking;

secondary brake system - the contactless or wearproof brake system intended for reduction of power loading of braking mechanisms of working brake system of the vehicle;

sliding axis - axis which can be lifted by means of the device of unloading of axis over the bearing area during vehicle regular service conditions;

antisplash casing - the tough or semifixed component intended for reflection of the water which is thrown out by tires in case of movement, executed fully or partially as single whole with body or other parts of the vehicle (cabin, the heel of the loading platform etc.);

the double (combined) window - reserve window in case of which division into 2 or more parts the imagined plane or the planes turn out respectively 2 or more parts each of which meets the requirements for the sizes and access shown to regular reserve window;

protective device - the part of design of vehicles intended for protection against hit of cars of categories M1 and N under them 1, in case of rear-end collision;

tail clearance lights - fires intended for designation of overall width of the vehicle behind;

tail fog lamp - fire intended for improvement of visibility of the vehicle behind in thick fog;

emergency door - door, held for use passengers as a way out under exceptional circumstances, in particular, in emergency situation;

reserve brake system - the brake system intended for reduction of speed of the vehicle in case of incapacitation of working brake system;

reserve window - window, held for use passengers as a way out only in emergency situation;

the zone cleared of ice accretion - the zone of outer surface of wind or rear screen having the dry surface or surface covered with the thawed or partially thawed hoarfrost which can be removed from outer surface with the window wiper (this zone does not include the surface of glass covered with the dry not thawed hoarfrost);

initial axis - the line passing through axis of symmetry of the glow lamp of the light device, or the line, perpendicular the planes, the svetoispuskaniya concerning the surface of the light device in its geometrical center, determining orientation of the direction;

category of the vehicle - the classification characteristic of the vehicle applied for the purpose of establishment in this Technical regulation of requirements;

wheel braking mechanisms - the devices intended for creation of artificial tractive resistance of the vehicle due to friction between unrotative parts and the brake disk (drum);

the combined fires - the devices having the separate lighting (light-emitting) surfaces, but general light source and the case;

vehicle components - vehicle design constituents;

conditioning - ensuring regulated chilling of air in cabin and the passenger space of the vehicle to level or is lower than temperature of external environment;

the end of braking - timepoint in which the artificial tractive resistance of the vehicle disappeared or it stopped. It is designated by point To on the scheme given in appendix No. 2 to this Technical regulation;

contour illumination lights - the light sources mounted at perhaps bigger height at points, extreme on width of the vehicle, and intended for specifying of its overall width (contour illumination lights lobbies and tail clearance lights can supplement, drawing special attention to vehicle dimensions);

the proofreader of light of headlights - the device for regulation in the mechanical way or in automatic mode of discharge angle of light beam of headlight of dipped and (or) far reaching light depending on loading of the vehicle, profile of the road and visibility conditions;

wheel friction coefficient with the bearing area - the relation of resultant of longitudinal and cross forces of the reactions of the bearing area operating in contact of wheel with the bearing area to the size of normal reaction of the bearing area on wheel;

the maximum weight falling on the coupling device - the size corresponding to the most permissible static vertical load on the coupling device (without loading from the mass of the coupling device of the vehicle of categories M and N), caused by design of the vehicle and (or) coupling device;

the mass of the vehicle in the equipped condition - the mass of the empty vehicle determined by the manufacturer with body and the coupling device or the mass of the landing gear with cabin and (or) the coupling device. This weight includes for categories M and N of mass of cooling liquid, oils, at least 90 percent of fuel, 100 percent of other operational liquids, tools, the driver (75 kg), for buses - the crew member (75 kg) if the place for it is provided in the vehicle, for categories M, N and O - spare wheel (in the presence);

modification - the kind of the vehicle or component which is relating respectively to type of the vehicle or component and differing by constructive criteria from other versions relating to the same type;

outside sidewall - the component placed in the plane close to the vertical and parallel longitudinal plane of the vehicle which can be part of antisplash casing or body of the vehicle;

the window washer pump - the device for supply of the washing liquid from the reservoir on outer surface of glass;

the beginning of braking - timepoint in which the brake system receives signal of need to perform braking. It is designated by point of N on the scheme given in appendix No. 2 to this Technical regulation;

neutral position of steering wheel (steered wheels) - the provision of steering wheel (steered wheels) corresponding to in-line motion of the vehicle in the absence of the perturbing impacts;

not looked through zones - the invisible zones limiting front visibility created by opaque configuration items of cabin, indoor and outdoor equipment;

normative corridor of movement - the normalized width of piece of the highway on which brake testing of the vehicle are made;

visibility - the constructive property of the vehicle characterizing objective opportunity and conditions of perception by the driver of the visual information necessary for safe and effective management of the vehicle;

fire - the device for lighting of the road or giving of luminous signal to other participants of traffic, and also lamps of illumination of back registration sign and light-reflective devices;

identification signs - graphical representation of information on departmental accessory and (or) functional purpose of the vehicle (the coats of arms, emblems, logos etc.);

optical center (the center of counting) - reference axis intersection point with outer surface of the diffuser of the light device;

the lighting surface - means orthogonal projection in the vertical cross plane of effective light-emitting surface;

axial weight - the weight corresponding to the most permissible static vertical load transferred by axis or group of axes to the bearing area, caused by vehicle design;

basic color of the tsvetografichesky scheme - color of the covering occupying the largest external surface area of the vehicle;

the folding device of seat - the device providing inclination of seat or seat-back forward;

front clearance lights - fires intended for designation of overall width of the vehicle in front;

front visibility - visibility through front and side windows of cabin in case of the direction of the line of look from driver's seat parallel to the median longitudinal plane of the vehicle;

leaking - the emergence of liquid on surface of details of hermetic systems of the vehicle perceived to the touch;

airbag - the device established on the vehicle which in case of blow of the vehicle automatically opens the elastic component intended for absorption of impact energy by means of compression of the gas containing in it;

fully loaded mass - the mass of the vehicle caused by its design and the set characteristics;

full braking - braking as a result of which the vehicle stops;

the complete vehicle - the vehicle suitable for operation;

the empty vehicle - the vehicle without driver, crew, passengers and load, but with complete stock of fuel, spare wheel and regular array of instrumentation;

check of technical condition of the vehicle - assessment procedure of compliance of the vehicle which is in operation in the territory of the Republic of Uzbekistan to requirements of this Technical regulation;

luminescence duration - period of time during which luminous intensity of flash of special luminous signal exceeds 10 percent of the maximum luminous intensity;

the longitudinal central plane of the vehicle - the plane, perpendicular the planes of the bearing area and passing through the middle of track of the vehicle;

fog lamp - fire intended for improvement of illumination of the road in front of the vehicle in the conditions of fog, snowfall, heavy rain or dust storm;

pass - the space providing access for passengers from any seat or row of seats to any other seat or row of seats or from any office door and any site to any entrance pass for the standing passengers;

working capacity - condition in case of which the vehicle or its components can perform the functions according to the design or operating documentation;

working brake system - the brake system intended for reduction of speed and (or) stop of the vehicle;

the regulator of braking forces - the device automatically changing pressure of propulsive mass in brake cylinders (cameras) depending on extent of loading of the vehicle;

the light-reflective device - the device reflecting light radiated by the source which is not connected with the vehicle;

retro-reflective marking material - surface or the device from which in the presence of radiation from external light source in their direction considerable part of light rays of initial radiation is reflected;

brake signal - fire intended for the alarm system to other participants of traffic who are behind the vehicle about actuation of foot brake (the decelerator or other similar device);

system of neutralization of exhaust gases - set of the components providing decrease in emissions of pollutants with exhaust gases in case of engine operation;

system of washing - the system consisting of the device for storage of liquid and its giving on outer surface of glass, and also elements of management for actuation and stop of the device;

purification system - the system consisting of the antipollution device of outer surface of glass, and also extras and elements of management for actuation and stop of the device;

vehicle speed - the line speed of center of mass of the vehicle;

office door - the door intended for entrance and exit of passengers and the driver;

the jointed vehicle - the vehicle which consists of 2 or more tough sections pivotally jointed with each other;

the specialized vehicle - the vehicle intended for transportation of certain types of loads (oil products, edible liquids, the liquefied hydrocarbon gases, foodstuff etc.);

the special vehicle - the vehicle intended for accomplishment of special functions which require the special equipment (truck cranes, fire trucks, cars equipped with elevators with working platforms, autotow trucks etc.);

stabilization of rudder control - the property of rudder control consisting in independent return of the steered wheels and steering wheel removed from neutral position to this provision after removal of effort from steering wheel in case of movement of the vehicle;

extent of cleaning of normative zone - the relation of surface area of the normative zone cleared by brushes of window wipers, to total area of surface of the corresponding normative zone, expressed as a percentage;

parking brake system - the brake system intended for deduction of the vehicle motionless;

parking fires - 2 light sources of white color in front and 2 light sources of red color behind the vehicle for designation of dimensions of the vehicle in case of stops and on parking;

total backlash in rudder control - turning angle of steering wheel from the provision corresponding to the beginning of turn of steered wheels in one party to the provision corresponding to the beginning of their turn in the counter party from the provision which is approximately corresponding to in-line motion of the vehicle;
