About the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017

The Verkhovna Rada of Ukraine decides:

I. Approve the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017 which is attached.

II. Final provisions

1. This Law becomes effective since January 1, 2013, except paragraphs of the third or sixth Item 2 of this Section which become effective from the date of, the publication of this Law following behind day.

2. To the Cabinet of Ministers of Ukraine:

provide accomplishment of actions of the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017;

during preparation of the bill on the Government budget of Ukraine for the corresponding year to provide financing expenses of the actions determined by the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017;

take measures concerning reduction in compliance with this Law of subordinate regulatory legal acts, having provided the introduction them in force along with enforcement of this Law, way:

reductions of the regulatory legal acts in compliance with this Law;

ensuring reduction of regulatory legal acts of the ministries, other central executive bodies, in compliance with this Law.

I. The purpose of the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017

1. The purpose of the Nation-wide target protection program of the population and the territories from emergency situations of technogenic and natural nature for 2013-2017 (further - the Program) is consecutive decrease in risk of emergence of emergency situations of technogenic and natural nature (further emergency situations), increase in level of safety of the population and security of the territories from effects of such situations.

II. Ways and methods of the problem resolution

1. Optimal variant of the problem resolution of protection of the population and the territories from emergency situations of technogenic and natural nature is realization of state policy in the field of protection of the population and the territories against emergency situations by system implementation of first-priority measures concerning protection of the population and the territories against emergency situations with use of resources of the state and other sources which are not prohibited by the law.

III. Actions and tasks of the Program

1. The program provides implementation of first-priority measures concerning protection of the population and the territories against emergency situations in the following directions:

1) engineering protection of the territories against emergency situations;

2) prevention of origin and mitigation of consequences of emergency situations on objects and the territories which are characterized by unsatisfactory technogenic and ecological condition;

3) cleaning of the territories of explosive objects;

4) rehabilitation of the territories contaminated as a result of military activities;

5) hydrometeorological providing;

6) material retrofitting of governing bodies and forces of civil protection;

7) increase in efficiency of operational and complex emergency response.

2. For the problem resolution of protection of the population and the territories from emergency situations accomplishment of the main objectives of the Program which include carrying out complex of works relatively is provided:

1) protection of the territories against landslide;

2) coast protections of the Azov and Black seas and other water objects;

3) antikarst protection of the territories;

4) mitigations of consequences of dangerous exogenous processes as a result of influence of mining operations in the territory of the state company "Solotvinsky Solerudnik" (pgt Solotvino of Tyachevsky district of the Transcarpathian region);

5) enhancements of the control system behind dikes of hydroconstructions;

6) withdrawals of explosive remaining balance of technology products of production of trotyl in the territory of the state company "Horlivka Chemical Plant" (Horlivka of Donetsk region);

7) addresses with dangerous beriliysoderzhashchy wastes in the territory of the state scientific and production enterprise "Zakhid" (Kiev);

8) sanitation of the territory and objects of JSC Radikal (Kiev);

9) liquidations of ecological and social effects of long-term oil extraction and ozokerite in the territory of of Borislav of the Lviv region;

10) protection of the territories and settlements of Sokalsky district and Chervonogradskaya of city council of the Lviv region;

11) liquidations of negative ecological effects of activities of the state company "Potash plant "of JSC Oriana (Mr. Kalush Ivanofrankovskoy of area);

12) reductions of the Dnieper navigable hydraulic engineering constructions (locks) in safe condition;

13) creations of the automated system of early identification of threat of emergence of emergency situations and the notification of the population in case of their origin on 1276 chemically dangerous objects;

14) reductions of the territory contaminated by ammunition and other explosive objects in ecologically safe condition;

15) provisions to pyrotechnic divisions of services concerning lease of warehouses of explosives;

16) neutralizations and destructions of explosive objects;

17) liquidations of former mine launchers and reduction in ecologically safe condition of the contaminated territory of military facilities;

18) reductions in ecologically safe condition of the contaminated territory of storage bases of components of rocket fuel;

19) reductions in ecologically safe condition of the contaminated territory of bases, arsenals, warehouses of ammunition and fuels and lubricants;

20) reductions in ecologically safe condition of the contaminated territory of military airfields;

21) enhancements of the state system of hydrometeorological observations and basic network of observations of pollution of the surrounding environment;

22) developments of scientific research;

23) infrastructure providing in the field of hydrometeorological activities;

24) technical retrofitting of operational rescue service of civil protection and state rescue services of the Ministry of emergency situations of Ukraine;

25) technical retrofitting of the state company "Mobile Rescue Center of the Ministry of Emergency Situations of Ukraine";

26) technical retrofitting of aviation divisions of the Ministry of emergency situations of Ukraine;

27) technical pereoshcheniye of health service of the Ministry of emergency situations of Ukraine;

28) carrying out reconstruction of systems of the centralized notification of the population;
