1. These rules of safety during the work with tools and devices (further - Rules) are developed according to the subitem 28) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for safety during the work with tools and devices.
2. In these rules the following basic concepts and determinations are used:
1) specially prepared personnel - the personnel which were trained on servicing of certain equipment;
2) the tool - the hand electrified tool, the lowering transformers of safety and manual portable lamps electric;
3) grounding - deliberate electric connection of any point of network of electroinstallation or the equipment with the grounding device;
4) steeplejack works - the works performed at the height more than 5 m from the Earth's surface, overlapping or working flooring over which works directly with designs or the equipment are performed in case of their installation or repair;
5) safe ultralow tension - the rated voltage which is not exceeding 42 Volts (further - In) between conductors and the earth;
6) tool - the room for storage of tools and devices;
7) devices - waist, cats, claws and manholes lineman's;
8) the class electric tool I - the tool which has all details which are energized have isolation, and the plug fork has the grounding contact;
9) the class electric tool II - the tool which has all details which are energized have the double or strengthened isolation, and not having grounding contact.
The rated voltage of the electric tool of classes I and II constitutes no more than 220 V for direct current, 380 V for alternating current;
10) the class electric tool III - the tool which is powered from the safe ultralow tension at which neither internal, nor external chains are under other tension;
11) I, II, III electrical safety groups - the degree of qualification of personnel on electrical safety appropriated according to the Safety regulations in case of operation of electroinstallations approved by the Government of the Republic of Kazakhstan.

3. To work with the class electric tool I in rooms with the increased danger of defeat as electric current and out of rooms allows the personnel having group on electrical safety not lower than II, and to work with the electric tool II and III of classes - the I group on electrical safety.
Persons allowed to work with the electric tool undergo previously training and examination of the instruction for labor protection and in the qualification certificate of the admission to performance of works using the electric tool entry is made about it.
The electrotechnical personnel with the II group on electrical safety are allowed to work with the electric tool without entry in the qualification certificate on the right of production of special works above.
4. The electric tool which is powered from network is supplied with fixed flexible cable (cord) with plug fork.
The vein connecting the grounding electric tool clip to the grounding contact of plug fork is provided in fixed flexible cable of the electric tool I of class.
The cable in the place of input in the electric tool is protected from deleting and excesses by elastic tube from insulating material.
Fixing of tube on cable out of the tool is not allowed.
5. For connection of the single-phase electric tool three veins are provided in hose cable: two - for food, one - for grounding.
The four-vein cable is applied to connection of the three-phase tool.
6. Exposed metal details of the electric tool I of class unite with the grounding clip. The electric tool of classes II and III is not grounded.
Grounding of the case of the electric tool is performed by means of the special vein of the feeding cable which is not the conductor of working current. Use of zero working wire is not allowed.
The design of fork provides the advancing short circuit of the grounding contact in case of inclusion and its later disconnection in case of shutdown.
7. The design of plug forks of the electric tool III of class excludes joint them with sockets on tension over 42 Century.
8. The cable (cord) with plug fork for accession to the power supply network no more than 2 meters long is provided in the figurative lowering transformers, dividing transformers and converters to the party of the highest tension (further - m). On the party of the lowest tension of the transformer nests under plug fork are provided.
