1. Approve the enclosed Regulations on procedure for approval of restrictions of electric power of thermal power plants and actions for their reducing.

2. This resolution becomes effective from the date of the first official publication.

Regulations on procedure for approval of restrictions of electric power of thermal power plants and actions for their reducing

1. This Regulations on procedure for approval of restrictions of electric power of thermal power plants and actions for their reducing (further - the Provision) are developed according to the subitem 34) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for approval of restrictions of electric power of thermal power plants and actions for their reducing.

2. In this Provision the following basic concepts are used:

1) group of the equipment - set of any types of turbine units with identical parameters of fresh vapor, and also all coppers (both coal-dust, and oil-gas) ensuring functioning of these aggregates;

2) subgroup of the equipment - set of coal-dust or oil-gas coppers and jointly any types of turbine units working with them with identical parameters of fresh vapor;

3) available capacity of power plant - installed capacity of the generating power plant, less restrictions of its capacity;

4) restriction of the established electric power of thermal power plant - value of forced non-use of installed capacity;

5) technical restrictions of electric power thermal elektrostantsiyvynuzhdenny decrease in installed capacity of the aggregate because of the technical defect of its nodes which is not eliminated during capital repairs, constructive defects or discrepancy of performance of the separate equipment (constructions) of installed capacity;

6) seasonal restrictions of electric power of thermal power plants - decrease in installed capacity of the aggregate because of action of the repeating factors external seasonally (deterioration in vacuum in condensers of turbines owing to temperature increase of the cooling water during the summer period, seasonal changes of thermal loadings);

7) temporary restrictions of electric power of thermal power plants - regime, ecological restrictions, and also the restrictions caused by use of fuel of inadequate quality or owing to operation of again entered equipment;

8) thermal power plant - the power plant developing electrical energy due to transformation of chemical energy of fuel to mechanical energy of rotation of shaft of electric generator;

9) the expected capacity limitations - capacity limitations the forthcoming year;

10) annual average value of capacity limitations - arithmetic-mean value of capacity limitations on months;

11) rated power - the capacity established by the passport of the equipment or the project for this equipment;

12) the expert organization - the legal entity performing energy examination in the procedure established by the legislation;

13) authorized body - the state body performing management in the field of power industry;

14) the established electric power of thermal power plant - total value of the largest active electric power of turbines according to specifications or the passport of the equipment;

15) working power of the power plant - available capacity of power plant less equipment capacity, removed in repair;

16) the wholesale market of electrical energy - the system of the relations connected with purchase and sale of electrical energy, functioning on the basis of agreements between subjects of the wholesale market of electrical energy;

17) ecological restrictions - decrease in installed capacity because of holding nature protection actions;

18) authorized body - the state body performing management in the field of power industry.

3. For review restrictions of electric power by thermal power plants the following documents are submitted to authorized body:

1) on thermal power plants capacity to 50 MW and more, not entered the wholesale market of energy - in the forms given in appendices 1 and 3 to this Provision;

2) on the thermal power plants which entered the wholesale market of energy - in the forms given in appendices 2 and 3 to this Provision;

3) the report on accomplishment of actions for reducing restrictions of electric power in prior year and the list of such actions the forthcoming year. The report is constituted in any form;

4) the act of energy examination issued by the expert organization;

5) approval of national dispatch center of the system operator on thermal power plants capacity to 50 MW and more, not entered the wholesale market of energy including on the thermal power plants which entered the wholesale market of energy regardless of their installed capacity.

4. Materials for review of restrictions of electric power are represented in duplicate and are considered by authorized body no more than 20 calendar days in time.

5. Following the results of consideration the authorized body approves the provided materials or refuses approval in case of discrepancy of documents to the qualifying standards established in Item 3 this provision.

In case of refusal in approval the authorized body in writing with indication of causes of failure informs on it the organization.

6. After elimination of causes of failure in approval materials are sent for repeated approval. Repeated approval is carried out no more than 10 calendar days in time.

7. For reducing restrictions of electric power of thermal power plants the following events are carried out:

1) when carrying out capital repairs the actions directed to increase in overall performance of the station are carried out;

2) effective heat-exchanging devices are used to chilling of the circulating (cooling) water;

3) effective systems zolo-and shlakoudaleniye and purifications of combustion gases are applied;

4) functioning of the station on project fuel is ensured.

8. Thermal power plants develop actions for reducing electric power based on results and recommendations about results of the carried-out energy expertize.

9. Developed actions for reducing electric power are sent for approval in authorized body.
