According to subitem 24-5) of article 8 of the Law of the Republic of Kazakhstan of July 9, 2004 "About protection, reproduction and use of fauna" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of content of animals in bondage and semi-free conditions.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of content of animals in bondage and semi-free conditions

1. General provisions

1. These rules of content of animals in bondage and semi-free conditions (dalee-Pravila) are developed according to article 8 of the Law of the Republic of Kazakhstan of July 9, 2004 "About protection, reproduction and use of fauna" and determine procedure for content of animals in bondage and semi-free conditions.

2. In these rules the following basic concepts are used:

1) content of animals in bondage - content of animals in cages, aquariums, terrariums, pools and other special rooms;

2) content of animals in semi-free conditions - content of animals in the open-air cages and other conditions close to the native habitat.

3. These rules of content of animals in bondage and semi-free conditions extend to physical persons and legal entities, including subjects hunting and fisheries.

4. Content in bondage and semi-free conditions of the rare and being under the threat of disappearance animal species is regulated by the Ecological code of the Republic of Kazakhstan.

5. Content of animals in bondage and semi-free conditions is allowed for use:

1) in the economic purposes (the animals who are not belonging to subjects to hunting and fishery);

2) in the scientific, cultural and educational, educational and esthetic purposes;

3) useful properties and products of their life activity;

4) in the reproduction purposes.

Content of animals in bondage and semi-free conditions without creation of proper conditions according to their biological features is not allowed.

2. Procedure for content of animals in bondage and semi-free conditions

6. Animals contain in bondage and semi-free conditions in the presence of conditions for their content, including the equipped cages, aquariums, terrariums, pools, open-air cages and other special sites and (or) rooms (further - rooms).

7. The animals containing in bondage or semi-free conditions depending on type, floor, physiological condition, according to their biological features are provided:

1) in amount of space for possibility of rest, movement and acceptance of natural pose (hole, nest, shelters, canopies, ponds and others);

2) opportunity if necessary to satisfy their needs for movement, dream, natural activity, contacts with natural environment, to eat and drink;

3) feeding troughs, drinking bowls, perches and other equipment for satisfaction of their needs of nature;

4) sterns and drinking water;

5) zootechnical and veterinary actions.

8. The animals containing in bondage are provided:

1) system of cleaning of the room of waste products;

2) system forced-air and exhaust ventilyation of the room and aeration of water, the closed drainage systems which are taking away excesses of water.

9. For the animals containing in bondage and semi-free conditions leaving with taking measures to the warning of damnification to other animals, and providing safety conditions of service personnel and visitors is conducted.

10. Rooms are equipped with easily opening locks, latches, latches and other isolating devices, with the fixers excluding their spontaneous opening and exit of animals out of room limits.

11. Assembling of aquarian glasses in walls, in iron and other metal frames without soft laying of shock-absorbers is not allowed.

12. In terrariums observation ports are made of unbreakable glass or other transparent unbreakable polymeric materials.

13. Cages, pools and open-air cages, internal and external fencings of rooms shall not pose threat for life and health of animals.
