1. Approve enclosed:

single form of the conclusion (the allowing document) for import, export and transit of the separate goods included in the single inventory to which measures of non-tariff regulation in trade with the third countries are applied;

methodical instructions for filling of single form of the conclusion (the allowing document) for import, export and transit of the separate goods included in the single inventory to which measures of non-tariff regulation in trade with the third countries are applied.

2. Determine that the conclusion (the allowing document) for import, export and transit of the separate goods included in the single inventory to which measures of non-tariff regulation in trade with the third countries are applied (further – the conclusion (the allowing document)) is applied in the cases provided by regulations on import to customs area of the Eurasian Economic Union (further – the Union) and (or) export from customs area of the Union of separate goods (The decision of Board of the Eurasian economic commission of April 21, 2015 No. 30) included in the single inventory to which measures of non-tariff regulation in trade with the third countries, stipulated in Item 4 Protocols on measures of non-tariff regulation are applied to the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014), and also in the cases provided by decisions of the Eurasian economic commission except as specified issues of the import permit and (or) commodity import concerning which automatic licensing (observation) of export and (or) commodity import according to the Protocol on measures of non-tariff regulation concerning the third countries is entered (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014).

5. The conclusion (the allowing document) can be processed on the form having degrees of protection if it is stipulated by the legislation state members of the Union (further – state members).

6. The conclusion (the allowing document) can be applied in electronic form in cases and according to the procedure, stipulated by the legislation state members.

7. Procedure for consideration of the applications about receipt of the conclusion (the allowing document) and procedure for its issue are determined by the public authority of state member performing its issue or public authority to which powers functions on regulation in the corresponding fields of activity are referred.

8. Conclusion effective period (the allowing document) is not subject to prolongation, the new conclusion (the allowing document) is in case of need issued.

9. Determine that if according to the legislation of state member the decision on licensing is made by authorized body in coordination with other public authority of state member, approval of the statement for licensing can be performed in the form specified in Item 1 of this Decision.

10. This Decision becomes effective after thirty days after its official publication.

Methodical instructions for filling of single form of the conclusion (the allowing document) for import, export and transit of the separate goods included in the single inventory to which measures of non-tariff regulation in trade with the third countries are applied

1. These methodical instructions determine procedure for filling of single form of the conclusion (the allowing document) for import, export and transit of the separate goods included in the single inventory to which measures of non-tariff regulation in trade with the third countries, stipulated in Item 4 Protocols on measures of the non-tariff regulation concerning the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014) issued by public authorities of state members of the Eurasian Economic Union are applied (further respectively – the conclusion (the allowing document), the single list, state members).

2. The conclusion (the allowing document) is issued on the goods classified by one code of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (FEACN CU) depending on the detail level according to the single list.

3. Modification of the conclusion (the allowing document) is not allowed.

4. In need of change of data in the conclusion (the allowing document) the new conclusion (the allowing document), according to the procedure, established by these Methodical instructions with cancellation of earlier issued conclusion (the allowing document) is issued.

5. In case of lack of data in line the crossed out section is put. The crossed out section represents the straight line drawn on all length of line.
