About approval of the Instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine

For the purpose of enhancement of the organization of professional and psychological selection in the Armed Forces of Ukraine and in pursuance of the resolution of the Cabinet of Ministers of Ukraine of August 22, 2007 No. 1054 "About approval of the Regulations on the territorial center of completing by contract servicemen" PRIKAZYVAYU:

1. Approve the Instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine which is attached.

3. The order becomes effective from the date of its official publication.

4. Distribute the order in separate military unit.

I. General provisions

1.1. Professional and psychological selection in the Armed Forces of Ukraine - complex of the actions aimed at providing selection of citizens who are accepted on military service, and the military personnel with professionally important qualities meeting the requirements of military professional activity.

Professional and psychological selection is the initial stage of social and psychological support of military service in the Armed Forces of Ukraine.

1.2. Actions of professional and psychological selection in the Armed Forces of Ukraine:

determination of professional suitability of citizens who are accepted on military service;

military professional orientation (further - VPO) citizens and the military personnel on mastering military specialties and revenues to military service;

candidate screen for training in system of military education of the Armed Forces of Ukraine;

ensuring rational distribution of the military personnel on profiles of preparation and the corresponding positions;

candidate screen in system of multi-level training of sergeant and foreman structure;

studying of individual and psychological qualities of candidates for service in war reserve of the Armed Forces of Ukraine (further - service in war reserve);

professional and psychological selection of staff of the peacekeeping contingents (personnel);

profound psychological studying of candidates for passing of military service in the course of adaptation to service and provision of offers to commanders concerning carrying out with them individual work;

participation in completing of crews, calculations, teams, divisions taking into account psychological compatibility.

1.3. The management of professional and psychological selection in the Armed Forces of Ukraine exercises Head department of educational and social and psychological work of the Armed Forces of Ukraine.

The management of professional and psychological selection in the highest military educational institutions of the Ministry of Defence of Ukraine (further - VVUZ) and military educational divisions of higher educational institutions (further - VUP VUZ) Ukraine performs Department of military education and science of the Ministry of Defence of Ukraine.

1.4. Carrying out professional and psychological selection in bodies of military management, connections, military units, military educational institutions, organizations and the organizations will be organized by the commander (chief) and the responsible officials having the higher education on specialties "sociology", "psychology", "social psychology", "psychophysiology" will see off.

To them it is assigned:

carrying out professional and psychological selection of the citizens who are subject to addition to draft sites, recruits, the candidates who showed willingness to pass military service under the contract, and candidates for service in war reserve, and also for training in VVUZ, VUP VUZ;

direct participation in holding actions of professional and psychological selection among young replenishment and its distribution on profiles of preparation and military specialties;

carrying out methodical training of persons who are involved in holding actions of professional and psychological selection.

In structure of groups on carrying out professional and psychological selection medical specialists can be attracted. The structure, distribution of obligations of staff of divisions of professional and psychological selection, terms and procedure for their work are determined by the relevant orders of commanders (chiefs).

1.5. Tasks of groups on carrying out professional and psychological selection:

in military units:

military and professional studying of the replenishment which arrived in military unit, development of recommendations concerning its rational distribution in the directions of preparation and military positions;

candidate screen for training of specialists in teaching departments, military colleges;

VPO of candidates for revenues for VVUZ and acceptance to military service under the contract;

preliminary selection of the military personnel for receipt in VVUZ;

carrying out professional and psychological selection among the military personnel for passing of military service under the contract from among the military personnel of conscription service;

identification of persons with psychological instability (further - NPU) and low moral and business qualities;

methodical training of representatives of military units who go to military commissariats, concerning studying and selection of the citizens who are subject to conscription;

carrying out professional and psychological selection for service in war reserve of the Armed Forces of Ukraine;

in military commissariats:

professional and psychological studying and selection of the citizens who are subject to addition to the draft site and appeal on compulsory military service, and also the citizens who showed willingness to study in VVUZ;

carrying out work on high-quality candidate screen on service in war reserve;

in the territorial centers of completing by contract servicemen – professional and psychological candidate screen for passing of military service under the contract.

1.6. Types of ensuring professional and psychological selection:

material logistics - will be organized by Head department of educational and social and psychological work of the Armed Forces of Ukraine;

financial provision - is performed at the expense of funds which are allocated under the relevant articles of the estimate of the Ministry of Defence of Ukraine;
