1. Approve Regulations on the Agency on hydrometeorology under the Ministry of emergency situations of the Kyrgyz Republic according to appendix.

2. Declare invalid the paragraph the fourth Item 1 of the order of the Government of the Kyrgyz Republic "About approval of provisions of subordinated divisions of the Ministry of emergency situations of the Kyrgyz Republic" of March 5, 2010 No. 130.

3. This resolution becomes effective from the date of official publication.

Regulations on the Agency on hydrometeorology under the Ministry of emergency situations of the Kyrgyz Republic

1. General provisions

1. The agency on hydrometeorology under the Ministry of emergency situations of the Kyrgyz Republic (further - Kyrgyzgidromet) is the subordinated division of the Ministry of emergency situations of the Kyrgyz Republic performing actions in the field of hydrometeorology and observations of the level of pollution of the environment.

2. Kyrgyzgidromet in the activities is guided by the Constitution of the Kyrgyz Republic, the laws and other regulatory legal acts of the Kyrgyz Republic, international treaties which came in accordance with the established procedure into force which participant is the Kyrgyz Republic and this Provision.

- forecasting of the dangerous and spontaneous hydrometeorological phenomena, release of weather forecasts, water content of the rivers and inflow of water to water storage basins, forecasts about avalanche danger, agrometeorological forecasts, forecasts about high and extremely high pollution of the environment;

- in accordance with the established procedure establishment and development of international cooperation of the Kyrgyz Republic in the sphere of hydrometeorology and areas, adjacent to it, and also monitoring of environmental pollution and antiavalanche safety;

- makes offers in the Ministry of emergency situations of the Kyrgyz Republic (further - the Ministry):

on development and realization of single state policy in the field of hydrometeorological safety;

on project development of the regulatory legal acts regulating hydrometeorological activities, according to requirements which came in the procedure established by the law into force of international treaties which participant is the Kyrgyz Republic;

- provides development and enhancement of national system of hydrometeorological observations, creation of databanks;

- performs the systematic analysis and generalization of information on the developing weather, agroweather and hydrological conditions, and also about pollution of the environment in the territory of the Kyrgyz Republic, ensuring preparation and the edition of the register of avalanches and maintaining their inventories;

- realizes the tasks relating to monitoring of water resources;

- realizes tasks on maintaining information systems, the state water inventory and state meliorative inventory;

- constitutes weather forecasts, water content of the rivers, inflow of water to water storage basins, avalanche situation, the spontaneous hydrometeorological phenomena, extremely high levels of pollution of the environment, phenological forecasts of productivity of crops;

- creates and manages the State fund of the hydrometeorological data and data on pollution of the environment necessary for hydrometeorological reasons for designing, construction and operation of industrial and economic objects, developments of strategy of long-term development of national economy;

- constitutes and prepares for printing scientific and applied climatic, agroclimatic, hydrological, snegolavinny and other reference books;

- participates in accordance with the established procedure in work of the state and departmental commissions on the prevention and natural disaster response, the accidents and catastrophic crashes caused by the dangerous and spontaneous hydrometeorological phenomena or pollution of atmospheric air, water, the soil;

- represents the interests of the Kyrgyz Republic in the World Meteorological Organization and in Interstate council on hydrometeorology of the State Parties of the CIS;
