About approval of the regulatory legal acts regulating activities of the educational organizations of the higher and secondary professional education of the Kyrgyz Republic

(as amended on 27-09-2024)

According to the Law of the Kyrgyz Republic "About education" the Government of the Kyrgyz Republic decides:

1. Approve:

- Regulations on the structural division of the highest and average professional educational institution realizing programs of additional professional education according to appendix 1;

- The paragraph third ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 22.05.2024 No. 258

- Regulations on procedure for production, payment, storage, issue and accounting of education documents of the state sample according to appendix 3;

- The paragraph the fifth ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 22.05.2024 No. 25;

- The paragraph of the sixth ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 27.09.2024 No. 590

- Regulations on department of higher educational institution of the Kyrgyz Republic according to appendix 6;

- Regulations on faculty of higher educational institution of the Kyrgyz Republic according to appendix 7;

- Regulations on the academic council of higher educational institution of the Kyrgyz Republic according to appendix 8;

- Regulations on educational and methodical integration of higher education of the Kyrgyz Republic according to appendix 9;

- The paragraph the eleventh ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 27.09.2024 No. 590

- Regulations on procedure for substitution of positions of the faculty of higher educational institutions of the Kyrgyz Republic according to appendix 11.

2. To the Ministry of Education and Science of the Kyrgyz Republic to bring the decisions into accord with this Resolution in a month.

3. This Resolution becomes effective from the date of official publication.

Regulations on the structural division of the highest and average professional educational institution realizing programs of additional professional education

This Regulations on the structural division of the highest and average professional educational institution realizing programs of additional professional education regulate procedure and sales terms of additional professional educational programs in the Kyrgyz Republic.

1. General provisions

1. Additional professional education - the education directed to continuous advanced training and occupational retraining of persons having professional education, outside the main educational professional program according to qualification requirements to professions and positions and promoting development of business and creative capabilities of these persons.

2. Programs of additional professional education, depending on requirements to level of training of the student, are subdivided into additional educational programs of higher education, additional educational programs of secondary professional education and additional educational programs of primary professional education.

3. To programs of additional professional education programs of occupational retraining, advanced training and training of workers of skilled work and specialists treat with the higher and secondary professional education.

4. Occupational retraining is performed for the purpose of acquisition of additional knowledge, skills and provides studying of the separate subject matters, Sections of the equipment and new technologies necessary for accomplishment of new type of professional activity within the professional education which is available for students. Occupational retraining for receipt of additional qualification is carried out by development of additional professional educational programs, including taking into account the international experience.

5. Advanced training of specialists is performed for the purpose of increase in level of their professional knowledge, enhancement of their business qualities, and also updating of theoretical knowledge and practical skills in connection with increase in requirements to qualification of specialists and need of development of modern methods of the solution of professional tasks.

6. Advanced training is carried out as required, but at least once in 5 years during all labor activity of workers. Frequency of passing by specialists of advanced training is established by the employer.

7. The training is performed for the purpose of forming and fixing in practice of professional knowledge, the skills received as a result of theoretical preparation, and also studying of the best practices, acquisition of professional and organizational skills for accomplishment of obligations on the held or higher position.

8. Structural divisions of the educational organizations of the higher and secondary professional education (further - structural divisions of additional professional education) realize additional professional educational programs.

9. Treat structural divisions of additional professional education:

- institute (faculty) of advanced training and/or occupational retraining;

- industry (departmental) training center and/or occupational retraining;

- basic departments on advanced training and/or occupational retraining in higher educational institutions;

- training center of advanced training and/or occupational retraining (training centers of training of workers at production);

- professional development course.

10. Structural divisions of additional professional education are created, will be reorganized and liquidated by the order of heads of the educational organizations of the higher and secondary professional education based on decisions of academic and faculty meetings, in coordination with authorized state body in the field of education of the Kyrgyz Republic.

11. General tasks of structural divisions of additional professional education are:

- requirements satisfaction of specialists in receipt of new knowledge of achievements in the corresponding branches of science, technicians and cultures, the best domestic and foreign practices;

- advanced training and occupational retraining of specialists, the released workers, the unoccupied population, preparation them to accomplishment of new labor functions;

- consulting activities.

12. Structural divisions of additional professional education perform the activities according to the Law of the Kyrgyz Republic "About education", regulatory legal acts of the Kyrgyz Republic, the charter (provision) and this Provision.

13. Occupational retraining for accomplishment of new type of professional activity is performed based on the established qualification requirements to specific professions or positions.

14. Occupational retraining for receipt of additional qualification by specialists is carried out according to the state requirements to minimum of contents of programs of retraining and level of requirements to specialists determined by the state educational standard.

15. The educational organizations of the higher and secondary professional education provide structural divisions of additional professional education with the corresponding material and technical resources, the modern equipment and highly skilled research and educational personnel, allocate and fix states, classroom and laboratory fund and places for accommodation of listeners in the hostel.

16. Customer is the physical person or legal entity which signed with the educational organization of the higher or secondary professional education the agreement on provision of educational services in the field of additional professional education (further - the customer).

2. Management of additional professional education of structural division

17. The common directorship of activities of structural division of additional professional education is performed by the head of the educational organization of the higher and secondary professional education who:
