1. Approve the enclosed Rules of forming and functioning of national electronic information resource and national information systems, information communication networks.

2. To department of state policy in information technology field of the Ministry of Transport and Communications of the Republic of Kazakhstan (Eleusizova K. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its official publication and placement on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Sarsenov S. S.

Rules of forming and functioning of national electronic information resource and national information systems, information communication networks

1. General provisions

1. These rules of forming and functioning of national electronic information resource and national information systems, information communication networks (further - Rules) are developed according to the Law of the Republic of Kazakhstan of January 11, 2007 "About informatization".

Rules determine procedure for forming and functioning of national electronic information resource (further - IR) and national information systems (further - the IC), information communication networks (further - IKS).

2. Forming and functioning of national electronic IR and national ICs, X is performed for the purpose of:

preserving common information space of the Republic of Kazakhstan;

organizations of information exchange of state bodies of the Republic of Kazakhstan.

2. Procedure for forming of national electronic IR and national ICs, X

National electronic IR and national ICs are created of the state electronic IR and the IC having important strategic importance for economy and safety of the Republic of Kazakhstan, the termination or violation of functioning of which leads to emergency situation or to considerable negative effects for defense, safety, the international relations, economy, certain spheres of economy or infrastructure of the country, or for life activity of the population.

4. State bodies annually till June 30 enter to authorized body in the field of informatization (further - authorized body) offers on determination of electronic IR and the IC by national electronic IR and the IC, with submission of the following documents:

the statement in any form;

description of electronic IR and IC;

data on availability of technical documentation (the feasibility statement, the specification, the technical specification), and also on delivery of electronic IR and the IC in commercial operation;

the copy of the certificate on compliance of electronic IR and the IC to requirements of information security.

5. Under authorized body the commission which determines strategic importance of electronic IR and the IC for economy and safety of the Republic of Kazakhstan is created.

6. The list of national electronic IR and national ICs is approved by the order of the Government of the Republic of Kazakhstan of October 1, 2007 No. 863 "About approval of the List of national electronic information resource and national information systems".

3. Procedure for functioning of national electronic IR and national ICs, X

National electronic IR and national ICs, are subject to protection according to requirements of the Law of the Republic of Kazakhstan against January 11, 2007 "About informatization", the Presidential decree of the Republic of Kazakhstan of November 14, 2011 No. 174 "About the Concept of information security of the Republic of Kazakhstan till 2016" and these rules.

8. The system of information security support of national electronic IR and national ICs, X is implemented according to requirements of the security policy reflecting approach of state body to protection of the electronic IR, the IC and IKS.

9. Software and hardware tools of protection of national electronic IR and national ICs, X shall provide:

integrity of data when forming, using, processing, transfer and storage;

protection against illegal access, introduction of amendments and changes in national electronic IR and national ICs;

system of reservation and data recovery;

control of integrity and operability of system of information security support.
