About approval of Rules of interviewing by determination of level of psychological stability in case of extraordinary employee assessment of law enforcement agencies

According to the Presidential decree of the Republic of Kazakhstan of April 8, 2012 No. 292 "About carrying out extraordinary employee assessment of law enforcement agencies of the Republic of Kazakhstan", PRIKAZYVAYEM:

1. Approve the enclosed Rules of interviewing by determination of level of psychological stability in case of extraordinary employee assessment of law enforcement agencies.

2. This order becomes effective from the date of its signing by the last of heads of state bodies.

Rules of interviewing by determination of level of psychological stability in case of extraordinary employee assessment of law enforcement agencies

1. General provisions

1. These rules of interviewing in case of extraordinary employee assessment of law enforcement agencies (further - Rules) determine procedure for interviewing of the certified persons on psychological stability when carrying out the Highest certifying commission in case of the President of the Republic of Kazakhstan by determination of level of psychological stability (further - VAK), the central certifying commissions of law enforcement agencies (further - TsAK), regional certifying commissions (further - RAK).

2. The interview with the psychologist on psychological stability in case of extraordinary employee assessment of law enforcement agencies (further - interview) provides: determination of level of psychological stability and pronouncement of the conclusion about the level of psychological stability of the certified person.

3. The basic concepts used in these rules:

1) the certified person - the employee of law enforcement agency who is subject to extraordinary certification;

2) determination of level of psychological stability - conversation with the psychologist, use of psychological test and other techniques using computer psychodiagnostic complexes, pronouncement of the conclusion of the psychologist about the level of psychological stability.

2. Organization of interviewing

4. Determines venues of interview of the certified person with the psychologist on psychological stability:

1) Medical control center of cases of the President - in case of employee assessment of the law enforcement agencies which are subject to certification of VAK;

2) the Ministry of Health of the Republic of Kazakhstan - in case of employee assessment of the law enforcement agencies which are subject to certification of TsAK;

3) Managements of health care of areas, cities of Astana, Almaty - in case of employee assessment of the law enforcement agencies which are subject to certification of RAK.

5. In the organization where the interview is conducted, the information stand with placement of the schedule of interviewing with the psychologist will be organized (further - the schedule), the list of the certified persons previously for 3 days, information is staticized daily. In graphics language of holding interview is specified.

6. In rooms for conversation with the psychologist workplaces of the psychologist shall be at distance at least three meters from each other.

3. Procedure for interviewing

7. The interview is conducted in the state or Russian languages at the choice of the certified person.

8. Before the conversation with the psychologist the certified person shows the identity document (the identity certificate or the all-civil passport).

9. The talk with the psychologist is had in case of satisfactory general health of the certified person about what entry in the "Information on Results of Conversation with the Psychologist" form is made. The talk with the psychologist is had on establishment of psychological state of the certified person, results of conversation are brought in the "Information on Results of Conversation with the Psychologist" form. The form of the "Information on Results of Conversation with the Psychologist" form affirms the Ministry of Health of the Republic of Kazakhstan. In case of feeling sick signs, the certified person the psychologist is recommended to postpone interview.

10. Determination of level of psychological stability with use of psychological test and other techniques using computer psychodiagnostic complexes is carried out indoors where at least 10 computers are established. Previously by the psychologist it is instructed the certified persons on accomplishment of psychological test and other techniques.

11. On completion of psychological test and other techniques the certified person with results of the automated conclusion goes to the psychologist who had primary talk.

12. The psychologist estimates results of the automated conclusion, if necessary at the certified person single questions, concerning the carried-out psychological and other test techniques are specified. The conclusion by results of interview is taken out by the psychologist in day of carrying out. Forms of the "Conclusion of the Psychologist by results of Interview" form affirm the Ministry of Health of the Republic of Kazakhstan.

13. The conclusion about assessment of level of psychological stability is formulated as follows:
