About lease and the rent relations in the Turkmen SSR

The right of property leasing in the Turkmen SSR belongs to the owner, including legal entities and citizens of other federal republics, and also foreign legal entities and citizens. The bodies and the organizations authorized by the owner can be lessors to lease property. The state companies, the organizations have the right to lease the property complexes, certain buildings, constructions, the equipment and other material values which are under their complete economic authority or operational management. The earth is leased by the relevant Councils of People's Deputies according to the procedure and on the bases provided by this Law and the Land code of the Turkmen SSR.
The lease agreement on the earth and other natural resources consists first of all with juridical parties of this region, then with the juridical parties located in the territory of the Turkmen SSR or in other territory, performing the activities for the benefit of the Turkmen SSR and with the citizens living in this region then with the citizens living in other regions of the Turkmen SSR or other citizens of the USSR. The lease agreement is signed with other juridical parties and citizens, and also foreign juridical parties and citizens in the absence of persons interested to enter the rent relations from among persons listed in part two of this Article.
Legal entities and citizens of the Turkmen SSR, and also legal entities and citizens of other federal republics, joint businesses, international associations and the organizations with participation of the Soviet and foreign legal entities, foreign states, the international organizations, foreign legal entities and citizens can be lessees.
