About approval of Rules of assignment of the status of breeding animal

1. Approve the enclosed Rules of assignment of the status of breeding animal.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of assignment of the status of breeding animal

1. General provisions

1. These rules of assignment of the status of breeding animal (further - Rules) are developed according to the subitem 2) of article 11 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" and determine procedure for assignment of the status of breeding animal.

2. Assignment of the status of breeding animal is performed by republican chambers on breeds of cattle by their registration in chamber.

3. The status of breeding animal is given once during animal life in case of the birth separately on each head of cattle.

4. In these rules the following concepts are used:

1) breeding animal - the thoroughbred, high quality, highly productive animal who is answering to type, the direction and level of productivity of breed, having card of breeding animal or the breeding certificate;

2) card of breeding animal - the form of accounting of breeding animal confirming origin, productive and other its qualities, which is drawn up according to the procedure, approved by the Government of the Republic of Kazakhstan;

3) the breeding certificate - the document confirming family tree, productive and other qualities of breeding products (material), issued by the breeding plant, cattle breeding, the breeding center, the distribyyuterny center for realization of seed of breeding animals, the breeding loud-speaker and republican chamber on breeds of cattle performing activities in the field of breeding livestock production, according to the procedure, approved by the Government of the Republic of Kazakhstan;

4) information base of selection and breeding work - the automated system of collection, accumulating and data processing about breeding animals in subjects of breeding livestock production and about the animals involved in selection process, used for enhancement of herd and increase in genetic potential of animals, accompanied with the operator determined by authorized body;

5) authorized body in the field of breeding livestock production (daleeupolnomochenny body) - the state body performing management and realization of state policy in the field of breeding livestock production;

6) republican chamber on breeds of cattle (further - chamber) the non-commercial, self-financed organization created and operating for realization and protection of interests of the physical persons and legal entities performing cultivation of breeding cattle.

2. Procedure for assignment of the status of breeding animal

5. The status of breeding animal is given if cattle conforms to the following requirements:

1) availability of card of breeding animal with results of annual assessment of breeding value or availability of the breeding certificate of implementable breeding young growth;

2) registration availability in single information base of selection and breeding work;

3) availability of identification number and registration in the single database on identification of farm animals;

4) observance of veterinary zoopractical standards in case of content of cattle according to veterinary and zootechnical standard rates.

6. The imported cattle is given the status of breeding animal in the presence of the breeding certificate or the document equivalent to it issued by competent authorities of the country of the exporter and recognized by authorized body in the field of breeding livestock production of the Republic of Kazakhstan.

7. The physical person or legal entity (further - the applicant) for the purpose of receipt of the status of breeding animal for cattle files in chamber petition in form according to appendix to these rules.

8. The chamber after receipt of the statement within ten calendar days performs assignment of the status of breeding animal by logging and information base of selection and breeding work and notifies the applicant in writing with indication of the registration room of cattle in chamber.

9. In case of discrepancy of cattle to requirements of item 4 of these rules, to the applicant within ten calendar days the motivated refusal in assignment of the status of breeding animal goes.

10. Recognition of animal is performed by breeding from the date of registration of animal in chamber.
