Agreement on procedure for forming and functioning of forces and means of system of collective security of the Collective Security Treaty Organization

The state members of the Collective Security Treaty Organization (further - the CSTO and/or the Organization) which further are referred to as with the Parties

based on the Agreement on collective security of May 15, 1992 and Articles of organization of the Agreement on collective security of October 7, 2002,

recognizing the right of all Parties to individual or collective self-defense according to Article 51 of Articles of organization of the United Nations,

considering the principle of forming of system of collective security on coalition and regional basis,

proceeding from need of acceptance of practical measures on forming and enhancement of system of collective security of the CSTO providing adequate response to armed attack (aggression), and also to other challenges and threats concerning one or several Parties

confirming the aspiration to make active and worthy contribution to further strengthening of role of the Organization in maintenance of international peace and safety, increase in its efficiency in prevention and settlement of the conflicts on the basis of the Charter of the UN, the commonly accepted principles and rules of international law and international treaties concerning arms control and confidence-building in the military sphere,

agreed as follows:

Article 1

The terms used in this agreement mean:

"system of collective security of the CSTO" - set organon of the CSTO and national authorities of public administration of the Parties, and also forces and means of the Parties providing collective protection of interests, sovereignty and territorial integrity of the Parties according to international law and the national legal system;

"zone of responsibility of the CSTO" - the territories of the Parties limited to sites of frontier with other states which are not members of the CSTO (external borders) including internal waters, the territorial sea and airspace over them within which interests of homeland and collective security of the Parties are provided;

"the region of collective security" - the part of zone of responsibility of the CSTO including taking into account geostrategic provision of the territory of one or several Parties within which interests of their homeland and collective security are provided;

"coalition group of troops (forces)" - the group of troops (forces) created by the Parties on multilateral (collective) basis within the CSTO including the military contingents and forming of forces of special purpose;

"the regional (joint) group of troops (forces) "the group of troops (forces) created by the Parties on bilateral or multilateral basis within the respective region of collective security;

"the military contingents" - the associations allocated with the Parties in structure of the coalition and/or regional (joint) group of troops (forces), connections, military units of armed forces of the Parties;

"forming of forces of special purpose" - the divisions of special purpose (group of specialists) of law-enforcement bodies (police), internal troops, security service and special services, and also bodies authorized in the field of the prevention and mitigation of consequences of emergency situations allocated with the Parties in structure of coalition group of troops (forces);

"Staff" - military personnel, the staff of security service, internal affairs (police), internal troops, the bodies authorized in the field of the prevention and mitigation of consequences of emergency situations and also the persons working in the military units, the organizations and organizations allocated with the Parties, or who are temporarily sent to structure of the coalition and/or regional (joint) group of troops (forces);

"the joint (joint) military systems" - set of forces and means, homogeneous on functional purpose and the tasks allocated by the Parties for the purpose of accomplishment on ensuring collective security;

"collective peacekeeping forces" - the parts (division) of structure of the peacekeeping contingents of the Parties allocated for the period of carrying out peacekeeping transaction;

"emergency situation" - the situation which developed as a result of accident, natural hazard, catastrophic crash, natural or other disaster which can entail or entailed the human victims, damage to health of people or the surrounding environment, considerable material losses and violation of conditions of life activity of people;

"liquidation of emergency situations" - the rescue and other urgent works which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of damage to the surrounding environment and material losses and also on localization of zones of emergency situations, cancellation of characteristic factors, dangerous to them.

Article 2

The system of collective security of the CSTO aims at providing favorable peace conditions for sustainable and all-round development of the Parties by prevention and elimination of threat to peace, localization of wars and the military conflicts, joint protection against armed attack (aggression) against one or several Parties, counteraction to other challenges and safety hazards, and in case of their unleashing (approach) - ensuring the guaranteed protection of national and collective interests, sovereignty and territorial integrity of the Parties.

Being guided by this purpose, the Parties:

consider armed attack (aggression), other challenges and threats concerning one or several Parties as armed attack (aggression), other challenges and threats concerning all Parties and will undertake the adequate response measures with use of all forces and means which are at their disposal;

build the relations with all states and the unions of the states on the basis of the universally recognized norms and the principles of international law, promote expansion of measures of trust in military area, pursue the consistent policy directed to prevention of wars and armed conflicts;

give preference to political and diplomatic and other not military means of prevention, localization and neutralization of military threats within ensuring collective security at the regional and global levels; create forces and means of system of collective security.

Article 3

The basic principles of forming and functioning of system of collective security of the CSTO are:

defensive nature of system of collective security;

indivisibility of collective security and equal level of safety for all Parties;

equal responsibility of the parties for ensuring collective security;

the self-defense collectivity providing participation of the Parties in reflection of armed attack (aggression) on coalition or regional basis;

respect for territorial integrity, respect of sovereignty and national interests, non-interference to internal affairs of each other;

inadmissibility of use of forces and means of system of collective security for the dispute resolution between the Parties;

forming and development of system of collective security on coalition and regional basis.
