About approval of the Regulations on the public sanitary and epidemiologic service of the State Border Service of Ukraine

According to Item 3 of the resolution of the Cabinet of Ministers of Ukraine of June 22, 1999 No. 1109 "About approval of the Regulations on the state sanitary and epidemiological surveillance in Ukraine", Item 9 of the Regulations on Administration of the State Border Service of Ukraine approved by the Presidential decree of Ukraine of April 06, 2011 No. 399, and for the purpose of the subsequent enhancement of activities of the public sanitarnoepidemiologichesky service of the State Border Service of Ukraine by PRIKAZYVAYU:

1. Approve Regulations on the public sanitary and epidemiologic service of the State Border Service of Ukraine which are applied.

2. In accordance with the established procedure to submit to management of health care of Department of providing together with legal support division of International legal department this order on state registration to the Ministry of Justice of Ukraine.

3. The order of Administration of the State Border Service of Ukraine of September 19, 2003 No. 97 "About approval of the Regulations on the Public sanitary and epidemiologic service of the State Border Service of Ukraine", registered in the Ministry of Justice of Ukraine on October 22, 2003 for No. 957/8278, to declare invalid.

4. This order becomes effective from the date of its official publication.

Regulations on the public sanitary and epidemiologic service of the State Border Service of Ukraine

1. The main objective of the public sanitary and epidemiologic service of the State Border Service of Ukraine (further - gossanepidsluzhba of State frontier service) is participation in realization of state policy in the sphere of sanitary and epidemic wellbeing of the population among staff of the State Border Service of Ukraine. The Gossanepidsluzhba of State frontier service is system of bodies of providing State frontier service.

2. Activities of gossanepidsluzhba of State frontier service go for prevention of infectious diseases, occupational diseases, mass noninfectious diseases (poisonings), radiation defeats of the military personnel and employees of State frontier service, prevention of adverse effect on condition of their health and life of factors of living environment. The Gossanepidsluzhba of State frontier service is a part of the system of the public sanitary epidemiological service of Ukraine.

3. The Gossanepidsluzhba of State frontier service in the activities is guided by the Constitution and the laws of Ukraine, acts of the President of Ukraine, the Regulations on the state sanitary and epidemiological surveillance approved by the resolution of the Cabinet of Ministers of Ukraine of June 22, 1999 No. 1109 (with changes), and other acts of the Cabinet of Ministers of Ukraine, normative legal acts of the Ministry of Health of Ukraine (further - MZ) and orders of the Public sanitary and epidemiologic service of Ukraine (further - Gossanepidsluzhba of Ukraine), orders and administrative decrees of State frontier service, and also this Provision.

4. The Gossanepidsluzhba of State frontier service according to the tasks assigned to it:

exercises the state sanitary and epidemiological surveillance and control of observance of requirements of the sanitary legislation in Administration of State frontier service, regional governments, prospecting body, bodies of protection of frontier, groups of sea protection, divisions of special purpose, bodies of providing, nauchnoissledovatelsky organizations, educational institutions of the State Border Service of Ukraine (further - bodies of State frontier service);

carries out, within competence, the state sanitarnoepidemiologichesky examination and issues the conclusions concerning compliance of objects of examination to requirements of the sanitary legislation and proves medical requirements concerning safety of object for health and human life;

makes sampling, measurements, testing and researches for the purpose of determination of influence on the state of health and lives of staff of air, water, the soil, food and so forth;

brings in accordance with the established procedure to bodies of State frontier service of the offer concerning holding actions for the purpose of ensuring sanitary and epidemic wellbeing of staff of State frontier service, if necessary - introductions of quarantine;

interacts with MZ and Gossanepidsluzhboy of Ukraine concerning holding sanitary actions for protection of the territory of Ukraine from entering and distribution especially dangerous (including quarantine) and dangerous infectious diseases;

issues resolutions, obligatory for accomplishment, representation, the instruction and the conclusion concerning elimination or restriction of adverse effect on the state of health and lives of staff of factors of living environment and controls their accomplishment;

performs the analysis of the reasons and conditions of deterioration in sanitary and epidemic situation, preparation of offers of rather sanitary and anti-epidemic (preventive) actions and control of their carrying out;

realizes first-priority measures concerning prevention of infectious diseases and mass noninfectious diseases (poisonings), prevention of adverse effect on the state of health and lives of the military personnel and employees of the State Border Service of Ukraine of factors of living environment;

issues permissions, the conclusions, hygienic certificates, other documents of allowing nature, stipulated by the legislation;

carries out the analysis and risk assessment for health and human life, inspection, investigation, laboratory and tool researches and testing, and also sanitary, hygienic, epidemiological and other types of assessment of living environment of the person, objects, non-food products, works, services, the project and regulating documentation, and issues the conclusions concerning their compliance to requirements of sanitary standards;

takes part in certification of workplaces under the terms of work in bodies of State frontier service;

coordinates work on carrying out hygienic training and education of staff of bodies of State frontier service.
