Some questions of determination of the medium-term priority directions of innovative activities of industry level for 2012-2016
According to part five of article 5 of the Law of Ukraine "About the priority directions of innovative activities in Ukraine" the Cabinet of Ministers of Ukraine decides:
1. Approve the medium-term priority directions of innovative activities of industry level for 2012-2016 (further - the directions) according to appendix.
2. To the main managers of budgetary funds:
consider the directions during the forming and order fulfillment on carrying out research and development, project and design works at the expense of means of the government budget according to the Procedure approved by the resolution of the Cabinet of Ministers of Ukraine of August 25, 2004 No. 1084 (The Official Bulletin of Ukraine, 2004 No. 34, Art. 2252; 2011 No. 87, Art. 3173);
perform in the first half of the year 2012 review of the state target programs for the purpose of reduction them in compliance with the directions;
submit annually till April 15 to the Ministry of Education and Science information on results of realization of the directions.
3. To the Ministry of economic development and trade to consider the directions during selection of investment projects which need the state support.
4. To the Ministry of Education and Science:
provide carrying out monitoring of realization of the directions by the main managers of budgetary funds;
submit annually till July 15 to the Cabinet of Ministers of Ukraine information on results of carrying out monitoring.

1. Development of new technologies of transportation of energy, implementation of energy efficient, resource-saving technologies, development of alternative energy sources:
1) development of new technologies of transportation of energy:
implementation of the high-tech equipment for ensuring reliability of power supply and increase in overall performance of power networks:
designing of multichain air-lines;
establishment of means of compensation of reactive capacity;
implementation of the latest polymeric insulators;
implementation of modern types of wires;
construction of cable lines with isolation from the sewed polyethylene;
establishment of gas-insulated distributing devices;
implementation of devices of relay protection and automatic equipment, reklouzer;
2) implementation of energy efficient, resource-saving technologies:
replacement of the obsolete electrotechnical equipment by modern energy saving;
implementation of modern energy efficient heating coppers and upgrade of existing;
replacement of the existing boilers by more energy efficient;
implementation of technology and the equipment of highly effective heating in metallurgical industry, mechanical engineering, construction industry with use of alternative energy sources;
use of low-account methods of reconstruction of the existing industrially heating coppers with prolongation of resource for 15 years;
implementation of highly effective and environmentally friendly technologies of combustion of low-grade solid fuel in the boiling layer;
development and creations of new types vetro-and the water-wheels having the increased level of useful effect;
optimization of systems of selection and transfer of heat during creation of heatpumping points;
production and implementation of the equipment for coal production from inclined and thin layers;
development of methods and methods of production and utilization of methane from coal fields;
implementation of energy-saving technologies in the metallurgical and chemical industry;
implementation of energy efficient engines and electric drives for key branches of economy;
use of functional and power electronics in energy industry;
enhancement of technologies of course of carriage, rational use of operational locomotive fleet;
implementation of the energy efficient equipment;
implementation in gas-transport system of Ukraine of gas-distributing aggregates of new generation, and also implementation of upgrade of operating;
implementation of technology of cogeneration at compressor stations of gas-transport system;
replacement and upgrade of coppers in the household sector with their transfer into use of alternative types of fuel;
implementation of intra cycling gasification of coal with further use of generating gas in steam-gas installations;
establishment of thermal pumps, solar collectors, implementation of systems of electric heataccumulative heating and hot water supply;
carrying out heatsanitation of apartment houses and buildings of budgetary institutions;
implementation of energy efficient lighting fixtures;
3) development of alternative energy sources:
use of alternative motor fuels, including biofuels;
implementation of cogeneration technologies;
carrying out upgrade of objects of municipal services, including transfer of the boiler rooms servicing objects of the social sphere, on use of the recovered power sources and alternative types of fuel;
increase in energy and ecological efficiency of use of alternative motor fuels, including biofuels;
implementation of alternative energy sources;
production and use as alternative types of fuel of methane of coal fields and gas of slate thicknesses;
development of technologies of production, use and complex conversion of peat and brown coal as alternative types of fuel;
development of technologies of combustion of water coal mixes as alternative types of fuel for substitution of natural gas;
production of electricity with use of the recovered power sources and alternative types of fuel (wind power generation, solar generation, small hydropower, biomass).
2. Development of new technologies of high-tech development of transport system, space-rocket industry, avia - and shipbuilding, arms and military equipment, in particular relatively:
1) developments of transport system:
creation and development of high-speed and high-speed movement of passenger trains;
creation and implementation of information and navigation systems of new generation, development of transport logistics;
updating and development of quality characteristics of railway vehicles, development of progressive technologies of repair;
reorganization of the international transport corridors and upgrade of infrastructure, electrification of the separate directions of the railroads of Ukraine;
creation of the test center of determination of compliance of automotive vehicles, engines and systems of neutralization of exhaust gases to requirements of the state and international standards (based on the notified UN of technical service of Ukraine);
2) space-rocket industry, avia - and shipbuilding, arms and military equipment:
