1. Approve the enclosed Rules of use of target current transfers from the republican budget of 2012 by regional budgets on subsidizing of increase in productivity and product quality of livestock production.

2. This resolution becomes effective since January 1, 2012 and is subject to official publication.

Rules of use of target current transfers from the republican budget of 2012 regional budgets on subsidizing of increase in productivity and product quality of livestock production

1. General provisions

1. These rules of use of target current transfers from the republican budget of 2012 regional budgets on subsidizing of increase in productivity and product quality of livestock production (further - Rules) determine procedure for use of target current transfers (further - the budget subsidies) for the purpose of support of domestic agricultural producers (further - producers) for increase in production of livestock products, improvement of quality and competitiveness for the account and within the means provided in the republican budget for 2012 according to the budget program 088 "Target current transfers to regional budgets, budgets of the cities of Astana and Almaty on subsidizing of increase in productivity and product quality of livestock production".

2. The budget subsidies intend to producers on:

1) partial reduction in cost (to 45%) costs of the compound feeds and (or) the concentrated forages (further - kontskorma) used for production of beef, pork, meat of broiler bird and turkey (further - fowl), egg of egg cross-countries (further - food egg), and also on partial cost recovery on production of milk, hair of fine-fleece sheep (further - thin wool), mutton, horse-flesh, koumiss and shubat. At the same time subsidies are paid to producers for the actual amounts of the realized beef, pork, milk, mutton, horse-flesh, thin wool on the companies of conversion (shop), lethal platforms (Items) having accounting numbers (further - the companies of conversion), or in the free market on condition of use of services of the companies of conversion, and fowl, food egg, koumiss and shubat - in the free market within the areas of quotas approved by local executive bodies;

2) partial reduction in cost (to 50%) costs of juicy and rough forages (further - stern) used for feeding of uterine number of cattle (further - cows).

3. Criteria to producers are established according to appendix 1 to these rules. Determination of quotas among participants of the program of subsidizing is performed within the means finished areas on implementation of the budget program taking into account zootechnical regulations of production yield depending on breed and the direction of productivity. For not purebred cattle the srednerayonny statistics of productivity are taken as basis.

4. The standard rate budget subsidies for 1 (one) kilogram, 1 (one) piece of subsidized livestock products, and also for 1 (one) head of cow is established according to appendix 2 to these rules.

5. Are not subject to subsidizing:

1) the beef, pork, thin wool, mutton, horse-flesh, koumiss, shubat, fowl, food egg and milk (further - products) made by the producers who are not corresponding to criteria the installed application 1 to these rules;

2) products acquired by producers at other physical and (or) legal entities for their further resale and (or) conversion;

3) products sold by producers on barter on account of settlement, and also to affiliated structures, except for transfers or sales for conversion to the affiliated overworking structures;

4) beef, pork, mutton, horse-flesh of household face, and also the milk which did not undergo primary conversion at the companies of conversion;

5) products received by producers as a result of forced sanitary face of animals and also during action of quarantine and restrictive actions for acute infectious diseases;

6) products of meat poultry farming - pad, the heads, and also internals, except for stomach and liver;

7) the food egg realized and (or) passed for production of egg powder;

8) the forages used by producers for feeding of the cows who are on sagination.

6. Based on recommendations of the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry) the decision of the akim of area the following documents affirm:

1) forms of requests for receipt of subsidies;

2) form of the summary act of realization of livestock products, and also quantity of cows on the area;

3) form of the summary distribution list of quotas among participants of the program of subsidizing and the sizes of the budget subsidies;

4) form of the summary sheet on area about amounts the sold livestock products, and also quantity of cows and payment of subsidies;

5) report form (information) on application of funds on area;

6) report form (information) on sales amounts of livestock products.

7. Distribution of the funds for subsidizing of increase in productivity and product quality of livestock production provided in the republican budget for the directions of subsidizing within the funds allocated to regions according to the order of the Government of the Republic of Kazakhstan about implementation of the republican budget for the current financial year is determined by the order of the Minister of Agriculture of the Republic of Kazakhstan.

8. The ministry lists target current transfers to regional budgets on subsidizing of increase in productivity and product quality of livestock production according to individual funding plan on payments within the signed Agreement on results on target current transfers between the akim of area and the Minister of Agriculture of the Republic of Kazakhstan.

2. Procedure for consideration of requests of producers for receipt of subsidies

Within seven working days after official publication of these rules the department of agricultural industry of the respective area (further - department) places the announcement of the beginning of order taking for participation in the program of subsidizing on Internet resource of akimat of the area.

10. In time no later than November 1, 2012 producers submit within department of the request for receipt of the budget subsidies of the established form.
