1. Approve the enclosed Rules of preparation of the general scheme of gasification of the Republic of Kazakhstan.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of preparation of the general scheme of gasification of the Republic of Kazakhstan

1. General provisions

1. These rules of preparation of the general scheme of gasification of the Republic of Kazakhstan (further - Rules) are developed according to the Law of the Republic of Kazakhstan of January 9, 2012 "About gas and gas supply" (further - the Law) and determine procedure for preparation of the general scheme of gasification of the Republic of Kazakhstan.

2. In these rules the following basic concepts are used:

1) the general scheme of gasification of the Republic of Kazakhstan (further - the Scheme) - the document determining economically reasonable strategic directions of development of the gas industry for ensuring reliable gas supply of consumers of the Republic of Kazakhstan and the main actions which are subject to implementation for development of the gas industry by use in fuel quality commodity and (or) the liquefied oil gas on objects of housing and communal services, industrial, agricultural and other facilities and containing scheme of placement of objects of gas supply systems, the list and technical characteristic the planned to construction, upgrade and (or) reconstruction of objects of gas supply systems, necessary financial resources and their sources, perspective resources of the commodity and liquefied oil gas, and also the scheme of supply of gas on the objects of gas supply systems existing and planned to construction;

2) rating assessment - the technique allowing to determine attractiveness of gasification of separate administrative and territorial units of the Republic of Kazakhstan on the basis of the analysis of set of social and economic and natural and economic characteristics.

Other terms and determinations used in these rules are applied according to the Law.

2. Procedure for preparation of the scheme

3. The scheme is developed in three stages:

1) forming of the regional scheme by akimats of areas, cities of republican value, capital;

2) forming of the scheme by authorized body;

3) approval of the scheme by the Government of the Republic of Kazakhstan.

4. Akims of areas, the cities of republican value, the capital provide representation for consideration of the Interdepartmental commission on preparation of the general scheme of gasification of the Republic of Kazakhstan created under authorized body (further - the Commission), the regional schemes of gasification prepared according to these rules.

5. The commission is headed by the head of authorized body. Representatives of authorized bodies in the fields of municipal services, industrial safety, the industry and new technologies, the agricultural industry, authorized body performing management in spheres of natural monopolies and in the controlled markets, the authorized body performing management and cross-industry coordination in the field of strategic and economic planning, development and forming of budget policy, local executive bodies of areas, the cities of republican value and the capital are part of the Commission. Working body of the Commission is the structural division of authorized body responsible for carrying out policy in the field of gas and gas supply.

6. The scheme is developed taking into account priority:

1) ensuring internal needs of the Republic of Kazakhstan for the commodity and liquefied oil gas on the basis of the balance estimation of production, realization and consumption of the commodity and liquefied oil gas;

2) uses by residential and household customers of the commodity gas including received in the course of regasification of liquefied natural gas.

7. Regional schemes of gasification are developed based on results of rating assessment of attractiveness of gasification of regions according to technique of rating assessment of attractiveness of the gasification of regions given in appendix to these rules.

8. In regional schemes of gasification are reflected:

1) the operated objects consuming the gas, objects planned to commissioning with indication of input terms;

2) gas consumption sources on the objects specified in the subitem 1) of this Item;

3) the gas type (the commodity and (or) liquefied oil) planned to use in case of gasification with economic cases of benefits of its use;

4) the settlements planned to gasification;

5) objects which gasification is economically inexpedient till 2015 with indication of the corresponding reasons.

9. For carrying out calculations within rating assessment the updated and supplemented information system allowing to estimate feasibility and attractiveness of gasification of each separately taken administrative and territorial unit (area) of the Republic of Kazakhstan on the basis of rating assessment is created.

10. In case of development of the regional scheme the following events are performed:

1) carrying out collection and the analysis of the current social and economic and natural and economic indicators of the regions of the Republic of Kazakhstan influencing attractiveness of gasification of regions;

2) carrying out the analysis of the existing resource base necessary for satisfaction of internal needs of the Republic of Kazakhstan for the commodity and liquefied oil gas;

3) determination of forecast values of the main indicators of balance of the commodity and liquefied oil gas according to optimistic, pessimistic and real scenarios;

4) carrying out comparative analysis of the market of alternative energy sources;

5) development of the scheme of arrangement of the trunk gas pipelines existing and planned to construction;

6) evaluating the volume of investment necessary for gasification of each analyzed region of the Republic of Kazakhstan;

7) carrying out rating assessment of attractiveness in regions of the Republic of Kazakhstan.

11. Regional schemes of gasification of the Republic of Kazakhstan are represented:

1) to members of the commission, except for local executive bodies of areas, city of republican value and capital, and to working body of the Commission;
