1. These rules of implementation of centralized supervisory control of operating modes of objects of single system of supply with commodity gas (daleepravil) are developed according to the Law of the Republic of Kazakhstan of January 9, 2012 "About gas and gas supply" (further - the Law) and determine order of interaction of subjects of single system of supply with commodity gas when implementing centralized operativnodispetchersky management.
2. The concepts used in these rules are applied according to the Law.
3. Centralized supervisory control (further - ODU) the Single system of supply with commodity gas is performed by the national operator.
4. Ensuring interaction of the national operator with the gas transmission and gas-distributing organizations when implementing centralized ODU is performed based on agreements.
5. For the purpose of ODU in the gas transmission and gas-distributing organizations the relevant dispatching services are created.
6. Dispatching services of the gas transmission and gas-distributing organizations provide observance of the technology modes of operation of single system of supply with commodity gas set by the national operator.
For the purpose of technology integration of single system of supply with commodity gas regulation of output technology parameters within technical requirements (pressure, temperature, quality characteristics, gas consumption) on metering station is established.
7. The main objectives of centralized ODU are:
1) round-the-clock ODU and coordination of work of single system of supply with commodity gas;
2) management of supply of consumers of the Republic of Kazakhstan with commodity gas through dispatching services of the gas transmission and gas-distributing organizations;
3) development of operating modes of single system of supply with commodity gas according to the signed transportation agreements of commodity gas and control of their accomplishment;
4) control of work of measuring complexes of accounting of gas on metering stations and gas distribution stations, and also the analysis and control of balance of commodity gas on gas-transport systems.
8. Operational management and control of key parameters of operating mode of the equipment of compressor stations (further - KS), gas distribution stations, underground gas storages (further - UGS), gas-measuring stations (further - GIS) and linear part of trunk gas pipelines is performed by the dispatcher (the shift engineer) of the relevant dispatching service.
Control is exercised from the control office equipped with necessary means of communication, remote signaling, telecontrol, the electronic and computing and information equipment and operational technical documentation.
9. The personnel exercising direct control of operating mode of the equipment, including start-up and stop of the equipment, and also sections of the pipeline, loops, wells of UGS and effects of switching of shutoff valves are under operational supervision of the dispatcher (the shift engineer) of the relevant dispatching service.
10. Maintaining the dispatching mode in all gas transmission and gas-distributing organizations, their branches and/or divisions is performed on the Astana zone time round the clock.
11. The indication of time in dispatching services shall be identical to all objects of single system of supply with commodity gas.
12. Reception-transmission of change by replaceable personnel is drawn up by the log entry.
13. Reception-transmission of change during switchings, start-up and stop of the equipment, emergencies is not allowed.
14. In case of emergencies, the arrived change takes part in their liquidation at the discretion of management of the gas transmission and gas-distributing organizations.
15. Dispatching services of the gas transmission and gas-distributing organizations regularly obtain the following data at bodies of hydrometeorological service:
1) meteorological data (temperature and humidity of air, amount of precipitation, force and direction of wind, formation of ice, storm and storm warnings);
2) hydrogeological and meteorological forecasts necessary of day of operation of KS and adjacent sections of the pipeline.
16. The national operator when implementing centralized ODU performs the following functions:
1) is provided by management of operating modes of objects of single system of supply with commodity gas through dispatching services of the gas transmission and gas-distributing organizations;
2) is performed by the analysis and identification in single system of supply with commodity gas following the results of work during the winter period of objects with the increased risk of emergence of defect;
3) develops offers on elimination of risks of emergence of defect of objects of single system of supply with commodity gas;
4) is made by overall balance of intake of commodity gas of single system of supply with commodity gas and distributions to his consumers, taking into account consumption of commodity gas on own needs and losses (further - Construction Norms and Regulations);
5) is provided by reliability of accounting of gas in single system of supply with commodity gas;
6) is carried out by systems analysis of the reasons of discrepancy of data on accounting of commodity gas on objects of single system of supply with commodity gas and performs development of recommendations to the gas transmission and gas-distributing organizations for increase in accuracy of accounting of commodity gas;
7) participates in actions for implementation of the new equipment for accounting and the chemical analysis of commodity gas;
8) participates in development of the software by calculations of daily issue of commodity gas and the analysis of passing of commodity gas for gas-transport system (further - GTS);
