About the All-Ukrainian population census

This Law determines legal, economic and organizational basis of preparation and carrying out the All-Ukrainian population census (further - the Population census), processings, generalization, distribution and uses of its results and governs the relations of subjects of the Population census, determines their rights, obligations and responsibility, establishes guarantees of the state on protection of the confidential information obtained in the course of the population census.

Section I. General provisions

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

date of census of the population moment (year, month, day and time) as of which data collection about the population is performed;

household - set of persons jointly living in one premises or its part provide themselves to all necessary for life, conduct general economy, fully or partially unite and spend means. Such persons can be in the related relations or the relations of svoyachestvo, not to be in any of such relations or to be in several at the same time. The household can consist of one person;

the schedule of preparation and carrying out the Population census - the list of the main organizational actions for each stage of works on the Population census with determination of terms of their accomplishment and executives in charge;

The concept of technology of data processing of the Population census - set of the principles and methods of data processing of the Population census which provide reliability and protection of confidential information, reliability and accuracy of performance of works in certain terms;

the user - the legal entity or physical person using these population censuses;

method of carrying out census of the population method of data collection according to the program of population census;

Population census - the periodic continuous state statistical observation including collection demographic and socio-economic data which for the date established by the Cabinet of Ministers of Ukraine characterize the number and structure of the population of the country, and also processing, generalization, distribution and use of its results;

the schedule - the form for record of answers to the questions of the program of the Population census specified in it is visualized;

census documentation - set of the visualized forms which are filled with temporary census personnel in the course of preparation, carrying out the Population census and processing of its results. Schedules, lists living in the room, certificates of carrying out population census and so forth belong to census documentation;

census tools - census documentation and instructive materials (instructions, instructions, procedures, lists and so forth) which are used in the course of preparation and carrying out the Population census, to processing, generalization, distribution and use of its results;

the program of the Population census - the list of questions on which collection of the main primary (personal) data concerning physical persons, households, and also their housing conditions is performed;

the program of development of materials of the Population census, system of groups and combinations of signs by means of which the main primary (personal) data of the Population census will be transformed to set of the summary depersonalized and generalized sizes characterizing the number and structure of the population;

the respondent - the physical person which is subject to poll in the course of the Population census;

the term of carrying out census of the population - period of time during which data collection is performed;

temporary census personnel - specially prepared persons involved in preparation, carrying out population census and processing of its results in the terms established by the Cabinet of Ministers of Ukraine.

Article 2. Legal basis of population census

The legal basis of the Population census are the Constitution of Ukraine, the Law of Ukraine "About official statistics", this Law, the legislation of Ukraine on information, informatization and on personal data protection, other regulatory legal acts, and also the existing international agreements which consent to be bound is provided by the Verkhovna Rada of Ukraine.

Article 3. Purpose and bases for carrying out population census

The purpose of carrying out the Population census is receipt of reliable, objective and complete data on the country population in general and on each administrative and territorial unit including for information support of management and forecasting of social and economic development, and also development and realization of state policy concerning the population for the benefit of economic welfare and human rights.

The population census is conducted at least once in 10 years.

The basis for carrying out population census is the decision of the Cabinet of Ministers of Ukraine which is made not later than three years before and provides carrying out the corresponding information and explanatory work.

The term of carrying out the Population census is established by the Cabinet of Ministers of Ukraine.

Article 4. Subjects of the Population census

Treat subjects of the Population census:

respondents are citizens of Ukraine, including, for the established date of the Population census there are beyond its limits, and also foreigners and stateless persons which for the established date of the Population census are in the territory of Ukraine;

temporary census personnel and other workers who are involved in preparation and carrying out the Population census, processing, generalization, distribution and use of its results;

central and local executive bodies, local government bodies, and also other legal persons, their branches, departments, representations, etc. who are involved compliance with their competence in preparation and carrying out population census;

users of data of population census.

Section II. Program and method of population census, basic methodological and organizational principles of its carrying out

Article 5. Program of the Population census

The program of the Population census without fail joins the questions concerning the directions:

structure and related relations of members of household;

floor;

age;

birth dates and birth places;

marital status;

ethnic origin;

language signs;

nationality;

educations;

sources of means of livelihood;

employment;

migratory activity;

housing conditions.

The list of the directions of the program of the Population census can be changed according to the decision of the Cabinet of Ministers of Ukraine for ensuring goal achievement of the Census. The list is changed
