For the purpose of ensuring safety and completeness of collection in the form of scrap and waste of the precious metals containing in structure of the equipment, devices and other products, the Government of the Kyrgyz Republic decides:

Approve the enclosed Regulations on procedure for collection and sale of secondary precious metals.

Regulations on procedure for collection and sale of secondary precious metals

I. General provisions

1. This Provision extends to all organizations, the companies and organizations of any pattern of ownership, and also military units of the Ministry of Defence of the Kyrgyz Republic, the Ministry of Internal Affairs of the Kyrgyz Republic and the citizens entrepreneurs using the precious metals and products them containing.

2. This provision regulates procedure for collection, accounting, storage and delivery in processing enterprise of scrap and waste of the precious metals containing in structure:

equipment, devices, equipment and other products;

3. In the work with waste of precious metals from products of the company, except this provision, shall be guided by Presidential decrees, the Laws of the Kyrgyz Republic and decisions of the Government of the Kyrgyz Republic.

4. The companies using the products containing precious metals shall provide:

development of actions for the additional charge of waste of precious metals and finishing them to the divisions and persons collecting accounting, storage and delivery of waste of precious metals;

control of rational use and operation of products which details and nodes contain precious metals, in strict accordance with their purpose;

strict accounting of products, and also the precious metals containing in them, control of their safety, and also correctness of their write-off;

carrying out at the scheduled time of complete inventory of products in all places of their application and storage (which are on picking warehouse, established in products, and also being in installation stage in the form of the failed products or nodes and details taken from them) with reflection in accounting documentation of results of inventory count on quantity of products and the precious metals containing in them;

complete collection and timely receipt of waste of the precious metals which are formed after complete or partial failure of products;

strict control of complete and timely delivery of this waste on processing enterprise;

development and approval of lists of the applied products with indication of their name and content of precious metals in them.

II. Collection, storage and delivery on processing enterprise of waste of precious metals

1. The companies, organizations, the organizations and subjects of business activity can according to the procedure, established by the legislation of the Kyrgyz Republic, make delivery of scrap and waste of precious metals on processing enterprises.

2. The companies, organizations and the organizations shall provide complete collection and accounting of all types of scrap and waste of precious metals from all sources of their education.

The companies, organizations and the organizations shall equip workplaces where the precious metals or materials containing them, the corresponding defensors (filters, dust arresters, casings, settlers, protecting boards), and also the necessary number of container (boxes, barrels, large bottles, etc.) providing complete collection of waste, reduction of losses and safety of precious metals are used.
