1. Approve the enclosed Rules of use of target current transfers from the republican budget for 2012 by regional budgets, budgets of the cities of Astana and Almaty on education (further - Rules).

2. To provide to akims of areas, cities of Astana and Almaty:

1) timely and target use of the allocated target current transfers;

2) submission to the Ministry of Education and Science of the Republic of Kazakhstan of reports on use of the allocated target current transfers to the 5th following reporting.

3. To provide to the Ministry of Education and Science of the Republic of Kazakhstan monitoring of use of target current transfers from the republican budget with regional budgets, budgets of the cities of Astana and Almaty.

4. This resolution becomes effective since January 1, 2012 and is subject to official publication.

Rules of use of target current transfers from the republican budget for 2012 regional budgets, budgets of the cities of Astana and Almaty on education

1. These rules of use of target current transfers from the republican budget for 2012 regional budgets, budgets of the cities of Astana and Almaty on education determine procedure for use of the target current transfers allocated to regional budgets, budgets of the cities of Astana and Almaty from the republican budget for the following republican budget programs:

1) 031 "Target current transfers to regional budgets, budgets of the cities of Astana and Almaty in implementation of the State program of development of education in the Republic of Kazakhstan for 2011 - 2020" (including according to subprogrammes):

102 "Equipment, software of handicapped children, students at home",

103 "Equipment by the educational equipment of offices of physics, chemistry, biology in public institutions of the main secondary and general secondary education";

2) 045 "Target current transfers to regional budgets, budgets of the cities of Astana and Almaty on updating and re-equipment of industrial practice workshops, laboratories of educational institutions of technical and professional education".

2. Use of the target current transfers allocated to regional budgets, budgets of the cities of Astana and Almaty is performed according to the procedure, established by the budget legislation of the Republic of Kazakhstan.

3. As the single organizer of tender on public procurements of the educational equipment of offices of physics, chemistry, biology the Ministry of Education and Science of the Republic of Kazakhstan acts.

4. Local executive bodies in the field of education perform according to the procedure, established by the legislation of the Republic of Kazakhstan, complex of actions on:

1) to equipment, software of handicapped children, students at home;

2) to equipment by the educational equipment of offices of physics, chemistry, biology in public institutions of the main secondary and general secondary education;

3) to updating and re-equipment of industrial practice workshops, laboratories of educational institutions of technical and professional education.

5. Local executive bodies of areas, cities of Astana and Almaty in the field of education represent to the Ministry of Education and Science of the Republic of Kazakhstan quarterly till the 5th following for reporting, reports on the conclusion and execution of agreements on public procurements of the educational equipment of offices of physics, chemistry, biology on the form established by the Ministry of Education and Science of the Republic of Kazakhstan.

6. The Ministry of Education and Science of the Republic of Kazakhstan makes transfer of target current transfers from the republican budget to regional budgets, budgets of the cities of Astana and Almaty in the first 5 working days of month (January - no later than the 25th) based on individual funding plans on payments and agreements on results on target current transfers (further - agreements).

7. Local executive bodies of areas, the cities of republican value, the capital following the results of half-year and year represent to the Ministry of Education and Science of the Republic of Kazakhstan the report on straight lines and the resulting effects achieved due to use of the allocated target transfers according to agreements.

8. The Ministry of Education and Science of the Republic of Kazakhstan represents to the Ministry of Finance of the Republic of Kazakhstan the reporting on the actual achievement of straight lines and resulting effects following the results of half-year and year in the terms established by the legislation of the Republic of Kazakhstan.
