1. Approve the enclosed Regulations of information exchange with obligatory reflection of operating automatic control of synchronism of data.

2. To the Ministry of Agriculture of the Republic of Kazakhstan and Tax Committee of the Ministry of Finance of the Republic of Kazakhstan:

1) to determine responsible persons for forming and reception-transmission of information and ten-day term from the date of signing of this joint order;

In writing to inform 2) on changes in the list of responsible persons. 2 presents of the joint order specified in the subitem 1) of Item, within five working days from the date of introduction of corresponding changes.

3. To impose control of execution of this joint order on the Director of the department of administrative providing the Ministry of Agriculture of the Republic of Kazakhstan Amanbayev A. and the vice-chairman of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan Dzhumadildayev A. S.

4. This joint order becomes effective from the date of its signing.

Regulations of information exchange with obligatory reflection of operating automatic control of synchronism of data

1. General provisions

1. These Regulations of information exchange with obligatory reflection of operating automatic control of synchronism of data (further - Regulations) are developed for the purpose of providing procedure for information exchange of departmental information system of the Ministry of Agriculture of the Republic of Kazakhstan (further - the MCX RK) and information system of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan (further - MF RK Oil Company).

2. The regulations determine order of interaction of participants of information exchange, structure of the transmitted data, the modes and methods of data transmission, the transfer time modes, formats of data.

3. The regulations are developed based on the Interdepartmental plan for transition to use of national IIN/BIN identifiers approved by the order of the Prime Minister of the Republic of Kazakhstan of September 6, 2011 No. 123-r.

4. The data used in the course of information exchange are equivalent to the data from paper documents.

21) the EDS (Digital signature) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content;

22) Validation of the EDS - confirmation about EDS compliance to the standards established in the Republic of Kazakhstan;

23) GTM (GovTalkMessage) - the ISh basic protocol of MF RK Oil Company intended for exchange of messages in the asynchronous mode which strictly regulates format of envelope of messages (envelope content in the form of XML);

24) the Log-magazine - the online magazine where it is fixed the events which are taking place in system, including the received data;

25) SOAP - the protocol of exchange of the structured messages in the distributed computing circle;

26) XML (Extensible Markup Language) - extensible markup language;

27) XSD - the scheme - language of the description of structure of the XML document.
