1. Approve the enclosed Instruction for carrying out accounting of animal species in the territory of the Republic of Kazakhstan.

2. To committee of forest and hunting economy of the Ministry of Agriculture of the Republic of Kazakhstan according to the procedure, established by the legislation of the Republic of Kazakhstan to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication.

3. This order becomes effective after ten calendar days after day of its first official publication.

The instruction for carrying out accounting of animal species in the territory of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Instruction for carrying out accounting of animal species in the territory of the Republic of Kazakhstan (further - the Instruction) is developed according to the subitem 37) of Item 1 of article 9 of the Law of the Republic of Kazakhstan of July 9, 2004 "About protection, reproduction and use of fauna" and disaggregates procedure on carrying out accounting of animal species in the territory of the Republic of Kazakhstan.

2. Accounting of animal species is performed by subjects of hunting economy (further - users fauna), the territorial subdivisions which are especially protected by the natural territories and public institutions to which the territories and water areas which are the habitat of objects of fauna are assigned.

The republican association of public associations of hunters and subjects of hunting economy performs participation in accounting of number of the animal species which are subjects to hunting on the fixed hunting grounds, the analysis and generalization of the data provided by subjects of hunting economy and entering of recommendations into territorial subdivisions of department of authorized body for preparation of limit of withdrawal of objects of fauna.

3. In reserve fund of hunting grounds accounting of animal species will be organized and carried out by territorial subdivisions of department of authorized body (daleeterritorialny divisions).

4. Carrying out accounting of animal species provides data acquisition about their distribution on the republic territory (places and the area of dwelling), their number and possible amounts of use.

For the purpose of control of quantitative and high-quality changes of condition of objects of fauna accounting of their number is performed by users fauna in terms, according to appendix 1 to this Instruction.

Chapter 2. Carrying out accounting of animal species

5. Accounting of animal species it is subdivided on:

1) the accounting of absolute number allowing to obtain reliable data about the number of this or that type of animals (in individuals) in certain territory;

2) the accounting of relative number allowing to establish tendencies of dynamics of number of this or that type of animals (number grows, decreases, it is stable) in certain territory by comparison of data of accounting with similar data in this territory for previous years in similar weather conditions and at the same time years;

3) the expert evaluation of number allowing to obtain information on condition of number of this or that type of animals (much, a little, enough) in certain territory.

6. All types of accounting are carried out by the following methods:

1) route - is used for accounting of all animal species;

2) on trial platforms - it is applied to accounting of all animal species;

3) okladny - the method is applied to accounting of hoofed animals, predatory and rodents;

4) - are considered by run hoofed, predatory, rodents and chicken;

5) in places of winter accumulation - it is used for accounting hoofed and chicken;

6) on voices of males during rutting and on currents - are considered hoofed, chicken, predatory;

7) visually in mountains - it is applied to accounting of hoofed animals, predatory, rodents, chicken;

8) in the places attracting large number of animals (solonetzic soils, watering places) - the method is applied to accounting of hoofed animals, ryabk, sadzha;

9) on fecal small groups - it is applicable for large predators and hoofed animals;

10) on dwellings and nests - it is applied to accounting predatory, rodents, natatorial and chicken;

7. For carrying out expert evaluation of number or as additional prior to the above-stated methods the following methods can be applied:

1) biographical (polling) accounting;

2) accounting of results of trade (hunting);

3) ringing;

4) photofilming.

8. Accounting of animal species is preceded by familiarity with the main lines of their biology, ecology and areas of dwelling.

Before carrying out accounting works studying is carried out:

1) nature of distribution on habitats;

2) tendencies to formation of permanent groups - herds, packs, broods;

3) availability of accurately restricted hunting areas leaning one on another, or isolated;

4) tendencies to formation of regular seasonal accumulations;

5) daily and seasonal changes of activity;

6) daily and seasonal migrations and migrations.

9. Prior to carrying out accounting the user fauna, and in case of carrying out accounting in reserve fund of hunting grounds the head of territorial subdivision, make the decision on the organization of accounting of objects of fauna in which are specified:

1) animal species which accounting will be carried out, accounting methods and terms of its carrying out;

2) person responsible for the organization, carrying out accounting and cameral processing of the obtained data;

3) the list of persons participating in carrying out accounting of objects of fauna (further - accountants);

4) accounting routes and (or) platforms.
