These rules are developed according to subitem 29 of article 17 of the Ecological code of the Republic of Kazakhstan and for the purpose of implementation of the Law of the Republic of Kazakhstan of June 7, 2007 No. 259 "About ratification of the Stockholm convention on resistant organic pollutants" (further - the Stockholm convention), the Law of the Republic of Kazakhstan of February 10, 2003 No. 389 "About accession of the Republic of Kazakhstan to the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal" (further - the Basel convention) for the purpose of prevention of receipt to the environment and distribution in it the polychlorinated diphenyls (further - PHD).
Under the Stockholm convention resistant organic pollutants (further - SOZ) are included by 22 substances: aldrin; dieldrin; endrin; heptachlor; DDT; mirex; penphene; chlordan; hexachlorobenzene; PHD; PHDD; PHDF; alpha hexachlorocyclohexane; tetra-and pentabromdifenilovy ethers; geksa-and geptabromdifenilovy ethers; хлордекон; geksabromdifenit; lindane; perfluorooctanoic sulfonic acid and its salts; alpha and beta hexachlorocyclohexane; pentachlorobenzene; эндосульфан.
1. These rules determine procedure for the address with the resistant organic pollutants and waste containing them which includes:
1) inventory count of electric equipment;
2) operation PHD-soderzhashchego of the equipment;
3) conclusion from operation PHD-soderzhashchego of the equipment;
4) packaging PHD-soderzhashchikh of waste;
5) marking PHD-soderzhashchikh of waste;
6) stores organization PHD-soderzhashchikh of waste;
7) transportation PHD-soderzhashchikh of waste.
2. Action of these rules extends on:
physical persons and legal entities, PHD being owners of the equipment and Pkhdsoderzhashchy waste, engaged in mitigation of consequences of floods, packaging of the damaged equipment, discharge of dielectric liquids on the basis of the polychlorinated diphenyls, transportation and storage of the equipment and PHD-soderzhashchikh waste (daleesobstvennik PHD-soderzhashchego the equipment and waste).
