1. This Regulations on Republican accreditation council of the Ministry of Education and Science of the Republic of Kazakhstan (further - the Provision) are developed according to the order of the Minister of Education and Science of the Republic of Kazakhstan of December 30, 2011 No. 556 "About creation of National registers of accreditation bodies, accredited organizations and educational programs (further - the order on the National register).
2. Authorized body in the field of education is the Ministry of Education and Science of the Republic of Kazakhstan (further - the Ministry).
3. Republican accreditation council (further - Council) is is advisory - the advisory body of the Ministry created for joint and public consideration of question of forming and maintaining the National register of accreditation bodies (recognition of accreditation bodies) in education (further - the National register 1).
4. In the activities Council is guided by the legislation of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan in the field of education, and also this Provision.
5. Council considers:
1) the documents of accreditation bodies submitted according to the order on the National register for their recognition and inclusion in the National register 1;
2) standards and criteria of institutional and/or specialized (program) accreditation;
3) questions of recognition (prolongation of term) of accreditation body in the National register 1 or exceptions of it in compliance with Item 24 of the order on the National register.
6. In case of compliance of accreditation body to the requirements stated in the order on the National register, positive examination of standards and criteria of institutional and/or specialized (program) accreditation, Council recommends to the Ministry to include accreditation body in the National register 1.
7. In case of discrepancy to the requirements stated in the order on the National register, negative examination of standards and criteria of institutional and/or specialized (program) accreditation, Council recommends to the Ministry to refuse to accreditation body to include it in the National register 1.
8. Council representatives of state bodies, non-governmental organizations, organizations of education and research organizations are included.
9. The chairman, the vice-chairman, the secretary and members of council are part of Council. The number of members of council does not exceed 15 people.
10. The chairman of the board is elected at the first meeting of Council by a simple majority vote by open voting.
11. Organizational and technical supply of activities of Council is performed by the Ministry.
12. Membership in Council is voluntary and is not paid.
13. For review of the materials submitted by accreditation bodies, Council is convoked once a year.
14. Materials according to the agenda of Council are represented to the chairman, the vice-chairman and members of council not later than ten days prior to meeting.
15. Meetings of Council are held by the chairman, and in its absence - the vice-chairman.
16. The meeting of Council is held in the presence of at least 2/3 from total number of members of council.
17. Council makes the decision by open voting by a simple majority vote.
18. Decisions of Council are presented in the form of the recommendation in the Ministry for the publication of the order on inclusion of accreditation body in the National register 1 and issue of the certificate or its refusal in recognition.
