1. Approve:

Order of registration of declarations of conformity (appendix No. 1);

Procedure for forming and maintaining the unified register of the registered declarations of conformity, the provisions containing in the specified register of data (appendix No. 2).

3. Determine that registration of declarations of conformity is electronically performed by Federal Accreditation Service since January 1, 2013.

4. To provide to Federal Accreditation Service since January 1, 2013 possibility of registration of declarations of conformity electronically.

Order of registration of declarations of conformity

1. This Procedure determines rules of registration of declarations of conformity of products to requirements of technical regulations (further - the declaration of conformity) in the unified register of declarations of conformity of products to requirements of technical regulations (further - the unified register).

2. The declaration of conformity is registered electronically in the unified register by means of introduction of data on the adopted and registered declarations of conformity, about suspension, renewal or the termination of their action.

Are applied to the declaration of conformity:

the copy of the contract with the manufacturer (including with the foreign manufacturer) providing compliance to products delivered on customs area to the Russian Federation to requirements of the technical regulation (technical regulations) and the responsibility for discrepancy of such products to the specified requirements (for person authorized by the manufacturer) certified by seal (in the presence) and the signature of the applicant;

copies of evidentiary materials, including results of researches (testing) and measurements of products confirming observance of requirements of the technical regulation (technical regulations) which action extends to it, certified by seal (in the presence) and the signature of the applicant.

Copies of protocols of researches (testing) and measurements are attached if the technical regulation provides carrying out researches (testing) and measurements of the declared products.

3. Registration of declarations of conformity is performed:

certification bodies (except for registration of declarations of conformity of the elevator to requirements of the technical regulation of the Customs union "Safety of elevators" (TR CU 011/2011) approved by the Decision of the Commission of the Customs union of October 18, 2011 No. 824 "About adoption of the technical regulation of the Customs union "Safety of elevators" (The Official site of the Commission of the Customs union of http://www.tsouz.ru/, on October 21, 2011; December 15, 2011; August 23, 2012; On December 5, 2012, official site of the Eurasian economic commission of http://www.eaeunion.org/, on June 1, 2018);

4. The declaration of conformity which is drawn up in the established form goes for registration at the choice of the applicant either in certification body, or in Federal Accreditation Service.

The applicant represents the declaration of conformity to certification body directly or directs it the registered mail with the inventory of investment and the assurance of receipt. In case of the direction of the declaration of conformity in certification body authenticity of the signature of the applicant on such declaration shall be notarially certified by the registered mail with the inventory of investment and the assurance of receipt.

The declaration of conformity and documents attached to it are submitted to Federal Accreditation Service electronically with use of the Internet by means of specialized service of the automated electronic registration of declarations of conformity (further - service of registration of declarations).

5. In case of submission of the declaration of conformity to certification body directly day of its representation day of registration of the address by certification body about registration of the declaration of conformity is considered. In case of the direction of the declaration of conformity in certification body the registered mail in the afternoon of its representation day of receipt of the mailing in certification body is considered.

The certification body within three days from the date of submission of the declaration of conformity registers the declaration of conformity, assigns it registration number and transfers to Federal Accreditation Service electronically with use of the Internet by means of service of registration of declarations of the data on the declaration of conformity and its registration, and also electronic copies of the enclosed documents for entering into the unified register.

The Federal Accreditation Service within three days from the date of submission of the declaration of conformity registers the declaration of conformity, assigns it registration number and enters data on the declaration of conformity and its registration in the unified register.
