1. Approve the enclosed Rules of submission by administrators of the budget programs of offers on new initiatives, including on budget investments.

2. To provide to department of methodology of state planning (G. Zhanbayev) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the responsible secretary of the Ministry of Economic Development and Trade of the Republic of Kazakhstan Shazhenova D. M.

4. This order becomes effective from the date of its state registration.

Rules of submission by administrators of the budget programs of offers on new initiatives, including on budget investments

1. General provisions

1. These rules of submission by administrators of the budget programs of offers on new initiatives, including on budget investments (further - Rules) determine forms and procedure for submission of offers on new initiatives, including on budget investments, administrators of the budget programs for the next three-year period.

2. New initiatives are the expenses of the administrator of the budget programs directed to realization of the priorities of social and economic development for the three-year period determined in strategic and program documents, and planned to financing according to new budget programs and (or) by increase in basic expenses (further - new initiatives of expenses).

3. Proposals of administrators of the budget programs for new initiatives of expenses, including on budget investments, represent set of the documents constituted by the administrator of the budget programs for the next planning three-year period for determination of feasibility and priority of the planned expenses directed to realization of priorities of social and economic development.

4. Proposals of administrators of the budget programs for new initiatives of expenses, including on budget investments, are used in case of development of the forecast of social and economic development.

5. At stage of forming of the forecast of social and economic development administrators of the budget programs till March 1 of the current financial year represent to the central and local authorized bodies on state planning of the offer with reasons on new initiatives of expenses, including on budget investments, and other necessary information requested central and local by authorized bodies on state planning.

6. At the first stage by results of consideration of the documents specified in Item 12 of these rules, the central and local authorized bodies determine new initiatives of expenses by state planning create priorities of the budget investment policy and as a part of the scenario forecast of indicators of social and economic development submit for consideration of the budget commission.

The central and local authorized bodies on state planning within three calendar days from the date of approval at meeting of the budget commission of the scenario forecast of indicators of social and economic development and priorities of social and economic policy create the conclusions on new initiatives of current expenses and send them to administrators of the budget programs.

At the second stage the central and local authorized bodies on state planning based on priorities of the budget investment policy and by results of consideration of information obtained from administrators of the budget programs create the list of priority budget investments as a part of the forecast of social and economic development.

7. The conclusions of the central and local authorized bodies on state planning according to proposals of administrators of the budget programs for new initiatives, including on budget investments go to administrators of the budget programs for forms according to appendices 1, 2 and 3 to these rules.

2. Forms and procedure for submission of offers on new initiatives of expenses, including on budget investments

8. The administrator of the budget programs according to Item 5 of these rules enters information on paper, in numbered, in the stitched type and in the form of the electronic document by means of use of single system of electronic document management of state bodies or on electronic media.

9. Date of submission of offers on new initiatives of expenses, including on budget investments, date of its registration in the central and local authorized bodies on state planning is considered.

10. In case of discrepancy of offers on new initiatives of expenses, including on budget investments, requirements of the budget legislation of the Republic of Kazakhstan for their creation and representation the central and local authorized bodies on state planning within three calendar days from the date of receipt of offers on new initiatives of expenses, including on budget investments return them to the administrator of the budget program without consideration.

11. The administrator of the budget programs represents modifed offers on new initiatives of expenses, including on budget investments, to the central and local authorized bodies on state planning within five working days from the date of their return.

12. Offers on new initiatives of expenses, including on budget investments, include:

1) the explanatory note which contains:

the description of the declared expenses on planning period in comparison with the approved budget (with indication of the reasons of redistribution of budgetary funds by reducing the approved amounts and increase in expenses over the approved plan);

agreement of the declared expenses with priorities of social and economic development of the republic and region (according to new budget programs it is necessary to specify in what realization of priority (task);

the short characteristic of the declared expenses on budget investments, with indication of information on expected expenses of the current nature which will be necessary for ensuring functioning of future object;

2) offers on new initiatives of the expenses directed to realization of priorities of social and economic development and assumed to financing according to new current budget programs which are developed in form according to appendix 4 to these rules.
