Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for consideration of the questions connected with preparation and introduction of representations concerning persons whose position assignment and dismissal is performed by the Verkhovna Rada of Ukraine by the President of Ukraine or by the Cabinet of Ministers of Ukraine it is approved with the Cabinet of Ministers of Ukraine which is applied.

2. To provide to heads of the central executive bodies, the Chairman of the board of ministers of the Autonomous Republic of Crimea, chairmen of the regional, Kiev and Sevastopol city public administrations, heads of the national economic associations, the companies, organizations and organizations selection of competent applicants for appointment to the corresponding position, preparation on due levels of necessary documents and their timely representation to the Cabinet of Ministers of Ukraine.

3. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of November 22, 2010 No. 1065 "Some questions connected with preparation and introduction of representations concerning persons whose position assignment and dismissal is performed by the President of Ukraine or the Cabinet of Ministers of Ukraine or agrees with the Cabinet of Ministers of Ukraine" (The Official Bulletin of Ukraine, 2010 No. 90, the Art. 3181).

The procedure for consideration of the questions connected with preparation and introduction of representations concerning persons whose position assignment and dismissal is performed by the Verkhovna Rada of Ukraine by the President of Ukraine or the Cabinet of Ministers of Ukraine and is approved with the Cabinet of Ministers of Ukraine

1. This Procedure determines the procedure of preparation, introduction and consideration of representations concerning persons whose position assignment and dismissal is performed by the Verkhovna Rada of Ukraine, by the President of Ukraine or the Cabinet of Ministers of Ukraine and is approved with the Cabinet of Ministers of Ukraine.

2. According to the Constitution of Ukraine and the laws of Ukraine "About the Cabinet of Ministers of Ukraine", "About the central executive bodies", "About local public administrations", "About the capital of Ukraine-city-hero Kiev", "About public service":

1) the First vice-Prime Minister of Ukraine, vice-Prime Ministers of Ukraine, ministers (except the Minister of Foreign Affairs and the Minister of Defence), and also the Chairman of the Antimonopoly Committee, the Chairman Fonda of state-owned property and the Chairman Goskomteleradio are appointed to position by the Verkhovna Rada of Ukraine (on representation of the Prime Minister of Ukraine) and dismissed by the Verkhovna Rada of Ukraine;

2) the first deputy and deputy ministers are appointed to position and dismissed by the Cabinet of Ministers of Ukraine on representation of the Prime Minister of Ukraine according to the proposal of the corresponding minister;

3) the State secretary of the Cabinet of Ministers of Ukraine, his first deputy and deputies, the state secretary of the ministry, the head of the central executive body which is not part of the Cabinet of Ministers of Ukraine his first deputy and deputies on whom operation of the Law of Ukraine "On public service" expatiates are appointed to position by the Cabinet of Ministers of Ukraine and dismissed by the Cabinet of Ministers of Ukraine on representation of the Prime Minister of Ukraine, the corresponding minister or head of the central executive body;

4) government representatives are appointed to position and dismissed by the Cabinet of Ministers of Ukraine on representation of the Prime Minister of Ukraine.

The offer on the candidate for position of the Government representative for gender policy is made to the Prime Minister of Ukraine by the Vice-Prime Minister concerning the European and Euro-Atlantic integration of Ukraine.

Offers on position assignment of the Government representative for national debt management are made to the Prime Minister of Ukraine by the Minister of Finance;

15) the first deputy, vice-chairmen of the regional and Sevastopol city state administration are appointed to position by the chairman of the relevant state administration in coordination with the Cabinet of Ministers of Ukraine.

Offers on coordination of position assignment are made to the Cabinet of Ministers of Ukraine by the chairman regional and the Sevastopol city state administration;

16) vice-chairmen of the Kiev city state administration whose powers concern the sphere of the executive authority are appointed to position and dismissed by the mayor in coordination with the Cabinet of Ministers of Ukraine.

Offers on coordination of position assignment and dismissal are introduced to the Cabinet of Ministers of Ukraine by the Kiev city head.
