1. Approve the enclosed Rules of crediting of regional budgets, budgets of the cities of Astana and Almaty on carrying out repair of common property of objects of condominium for 2012.

2. To provide to the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation:

1) the conclusion of credit agreements with local executive bodies of areas, cities of Astana and Almaty;

2) control over the implementation of conditions of credit agreements.

3. To provide to the agency of the Republic of Kazakhstan for construction and housing and communal services in the procedure established by the legislation control and monitoring of target and effective use, repayment and servicing of budget credits.

4. To local executive bodies of areas, cities of Astana and Almaty quarterly, no later than the 10th following the accounting period to provide information on development of the credits in the Agency of the Republic of Kazakhstan for construction and housing and communal services and the Ministry of Finance of the Republic of Kazakhstan.

5. To impose control of execution of this resolution on the Agency of the Republic of Kazakhstan for construction and housing and communal services.

6. This resolution becomes effective from the date of signing.

1. General provisions

These rules of crediting of regional budgets, budgets of the cities of Astana and Almaty on carrying out repair of common property of objects of condominium for 2012 (further - Rules) are developed according to the Law of the Republic of Kazakhstan of November 24, 2011 "About the republican budget for 2012-2014", the orders of the Government of the Republic of Kazakhstan of April 30, 2011 No. 473 "About approval of the Program of upgrade of housing and communal services of the Republic of Kazakhstan", of December 1, 2011 No. 1428 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2012-2014" and determine procedure for crediting of regional budgets, budgets of the cities of Astana and Almaty for carrying out repair of common property of objects of condominium for 2012.

2. Procedure for crediting of regional budgets, budgets of the cities of Astana and Almaty for carrying out repair of common property of objects of condominium for 2012

Local executive bodies of areas, cities of Astana and Almaty (further - borrowers) within ten calendar days after acceptance by the relevant maslikhats of the decisions providing the corresponding receipts in regional budgets, budgets of the cities of Astana and Almaty for 2012 represent the specified decisions of maslikhats to the Ministry of Finance of the Republic of Kazakhstan (further - the creditor).

The creditor according to the legislation of the Republic of Kazakhstan after accomplishment of Item 2 of these rules grants to borrowers budget credits for the total amount of 8000000000 (eight billion) tenges (further - the credits) by means of the conclusion of credit agreements according to appendix 31 to the order of the Government of the Republic of Kazakhstan on December 1, 2011 No. 1428 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2012-2014".

4. For loan granting to borrowers the following main conditions are established:

1) the loans are granted to borrowers in tenge for a period of 7 (seven) years on 0, 1% rate of remuneration on carrying out repair of common property of objects of condominium for 2012;

2) the period of development of the credits is estimated from the moment of transfer of the credits from the account of the creditor and comes to an end on December 25, 2012.

5. Additional terms on provision, repayment and servicing of the credits are established in the credit agreement according to the Budget code of the Republic of Kazakhstan of December 4, 2008.
