About approval of the Regulations on creation and functioning of the Unified state register of crimes of human trafficking

According to the subitem "v" of Item "About counteraction to human trafficking" the Cabinet of Ministers of Ukraine decides 2 parts one of article 6 of the Law of Ukraine:

1. Approve Regulations on creation and functioning of the Unified state register of crimes of human trafficking which are applied.

2. Provide to the Ministry of Internal Affairs till June 1 in 2012 creation of the Unified state register of crimes of human trafficking based on the this single system of the crime reporting and persons who made them in the territory of Ukraine, and its functioning.

Regulations on creation and functioning of the Unified state register of crimes of human trafficking

1. This Provision determines the procedure of creation, forming and maintaining the Unified state register of crimes of human trafficking (further - the Register).

2. The register is created based on the this single system of the crime reporting and persons who performed them in the territory of Ukraine.

3. The register is system of collection, verification, processing, storage and data protection, including personal, concerning the revealed crimes connected with human trafficking and persons who made them in the territory of Ukraine.

4. Statistical data on the crimes connected with human trafficking and persons who made them, taking into account the database of single system of the crime reporting and persons who made them in the territory of Ukraine, except the data containing information which is the state secret are entered in the Register.

5. Holder (owner) Reestra is the Ministry of Internal Affairs.

6. Accomplishment of functions of the administrator (manager) Reestr is assigned to the Ministry of Internal Affairs.

7. MINISTRY OF INTERNAL AFFAIRS:

1) will promulgate statistical data on the revealed crimes connected with human trafficking and persons who made them, with observance of requirements concerning nondisclosure of information which gives the chance to identify physical person and for which ensuring nondisclosure the decision on trial of case in the closed judicial session is made;

Provides 2) to subjects which perform actions in the field of counteraction to human trafficking, statistical data on results of work of bodies of National police in the specified sphere;

3) is provided by functioning of the Register, its information resources, records, processes, accumulates, stores and systematizes statistical data in the field of fight against human trafficking;

4) takes measures for ensuring protection of the statistical data containing in the Register and access to it;

5) exercises control over the implementation of actions concerning ensuring protection of statistical data which contain in the Register;

Provides 6) with use of secure channels of communication to subjects which perform actions in the field of counteraction to human trafficking, the round-the-clock access to the specified data through the official website of the Ministry of Internal Affairs;

7) performs other functions connected with ensuring functioning of the Register.

8. General access to statistical data which contain in the Register is performed gratuitously through the official website of the Ministry of Internal Affairs.

9. Users of the Register are given opportunity of implementation of search, viewing, printout of excerpts from the Register, taking into account the mode of access to the statistical data containing in the Register.

10. Control and supervision of completeness and reliability of statistical data which contain in the Register is performed in the procedure established by the legislation.
