Procedure for the organization of medical and sanitary providing the foreign citizens and stateless persons who are subject to readmission and temporarily placed in special facilities of the Federal Migration Service

1. The procedure for the organization of medical and sanitary providing the foreign citizens and stateless persons who are subject to readmission and temporarily placed in special facilities of the Federal Migration Service <*> regulates the questions connected with the organization of medical and sanitary support of the foreign citizens and stateless persons who are subject to transfer according to international treaties of the Russian Federation on readmission, the foreign citizens and stateless persons accepted according to international treaties of the Russian Federation on readmission, but who do not have legal causes for stay (residence) in the Russian Federation <**> in the special facilities of the Federal Migration Service intended for temporary accommodation of the foreign citizens who are subject to readmission <***>.

2. Delivery of health care to the foreign citizens who are subject to readmission is performed in special facilities, and also the medical organizations irrespective of their form of business <*> according to the Rules of delivery of health care to foreign citizens in the territory of the Russian Federation approved by the order of the Government of the Russian Federation of September 1, 2005 No. 546 <**>.

3. Before arrival of the health worker of special facility or ambulance crew first aid to the foreign citizen who is subject to readmission is rendered by the staff of special facility. All posts of special facility on duty shall be supplied with the first-aid kit for first-aid treatment.

In case of the conditions requiring urgent medical intervention (in case of accidents, injuries, poisonings and other conditions and diseases), the crew of emergency medical service instantly is caused.

Until arrival of crew of emergency medical service the health worker of special facility shall hold the resuscitation and other urgent events directed to preserving life of the patient.

4. The sick foreign citizens who are subject to readmission, not needing hospitalization are provided with out-patient medical care during their stay in special facility.

Health workers of special facility give primary medical and sanitary help to the foreign citizens who are subject to readmission.

In case of impossibility of rendering in special facility of primary health care medical care to the foreign citizens who are subject to readmission appears in the medical organizations of the state or municipal health care system for the direction of the doctor of special facility in the presence of medical indications.

5. Planned medical care is provided within the budgetary appropriations provided by FMS of Russia in the federal budget for the corresponding financial year on content of the foreign citizens who are subject to readmission according to the contract of special facility with the medical organization for provision of paid medical services.

At the request of the foreign citizen who is subject to readmission, medical care is provided in the medical organizations irrespective of their form of business at the expense of its personal means.

6. For the purpose of medical and sanitary providing the foreign citizens who are subject to readmission in the territory of special facility according to requirements of the legislation of the Russian Federation are provided: office of primary medical examination (viewing office), office of the doctor (the senior paramedic, the paramedic), procedural office, the block of the infectious insulator equipped with the boxed chambers, separate for patients with the intestinal infections and infections which are transmitted in the airborne way and sanitary propusknik with the disinfection camera.

7. Health workers of special facility perform:

identification of patients with suspicion of infectious, parasitic, mental and other diseases in case of arrival of the foreign citizens who are subject to readmission in special facility, and also during daily bypasses and in case of requests for medical care;

delivery of health care;

in case of the conditions requiring urgent medical intervention will organize challenge of crew of emergency medical service;

the organization of consultations of doctors - specialists of the medical organizations by the patient needing rendering specialized medical care;
